BACKGROUND:

Since 2001, the Sheriff’s Office has applied for and has received United States Department of Homeland Security’s (US DHS) Homeland Security Grant Program (HSGP) funds from the State of California Office of Emergency Services (Cal OES).  These funds have been utilized and will continue to be utilized to enhance the capabilities of local first responders, prevent terrorist attacks, prepare for threats and hazards that pose a risk to the security of the region and nation, as well as to fund the Northern California Regional Intelligence Center (NCRIC) fusion center, which serves as the focal point for the receipt, analysis, gathering, and sharing of threat-related information between the federal government and state, local, tribal, territorial, and private sector partners.

Prior to the FY2020 HSGP grant application, Cal OES required an annual Governing Body Resolution to be submitted with each application.  However, on August 28, 2020, Cal OES issued Grant Management Memorandum 2020-18, that allows Governing Body Resolutions to be valid for up to three grant years.

On January 5, 2021, your Board approved the Sheriff or Sheriff’s designee(s) to submit and execute grant applications and documents for grant years FY 2020, FY 2021, and FY 2022 under Resolution No. 077934.

On November 1, 2022, your Board approved the Sheriff or Sheriff’s designee(s) to submit and execute grant applications and documents for grant years FY 2023, FY 2024, and FY 2025 under Resolution No. 079281.

DISCUSSION:

The Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee(s), Homeland Security Director, or the NCRIC Director to submit and execute application packages and grant materials for the FY 2026, FY 2027, and FY 2028 HSGP grants, in amounts not to exceed $5,000,000 each, when they become available to the Sheriff’s Office by Cal OES. These grants will continue to enhance the capabilities of local first responders, prevent terrorist attacks, prepare for threats and hazards that pose a risk to the security of the region and nation, and to fund the NCRIC fusion center.

County Attorney has reviewed and approved the resolution as to form.

COMMUNITY IMPACT:

The NCRIC will positively impact communities across Northern California through its diverse programs that protect privacy, civil rights, and civil liberties, while reducing the harmful impacts of crime on underserved areas and communities that are disparately impacted by the distribution of dangerous drugs, human trafficking, organized crime, and violent crime.  The NCRIC programs are actively advancing a vision of equitable access to public safety resources, opportunities to live in communities free from the harmful impacts of crime and provide justice for every member of our diverse communities across the region.

The NCRIC will impact drug trafficking organizations, human trafficking organizations, illicit weapons trafficking organizations, terrorists, and other violent criminals through multi-disciplinary public safety partnerships, training, analysis, technology, and investigative support that will enhance community collaboration to identify, investigate, mitigate, and prevent threats to the communities that we serve in fifteen counties. NCRIC personnel have engaged with communities impacted by organized crime through community meetings, working groups, and direct outreach with community and public safety leaders.

Personnel have also been working on mitigating negative impacts that have hindered equitable outcomes for underserved and protected communities by providing federal, state, local, and tribal public safety partners with information sharing, analytical, technology, and training resources to focus the whole of government on the greatest threats to our most vulnerable communities, while protecting privacy, civil rights, and civil liberties.

FISCAL IMPACT:

The Sheriff’s Office will administer the FY 2026, FY 2027, and FY 2028 HSGP grants.  Each grant award will be in an amount not to exceed $5,000,000.  There will be no Net County Cost incurred.
