A)                     Adopt a resolution authorizing execution of an agreement with the California Department of Alcoholic Beverage Control (ABC) for distribution of the FY 2025 Alcohol Policing Partnership (APP) Program grant funds to the County of San Mateo Sheriff’s Office, for the term of July 1, 2025 through June 30, 2026, in an amount not to exceed $75,000; and

 

B)                     Approve an Appropriation Transfer Request (ATR) in the amount of $75,000 to establish a budget appropriation and record revenue for the FY 2025 Alcoholic Policing Partnership (APP) Program grant.

BACKGROUND:

In 1995, the California Department of Alcoholic Beverage Control (ABC) established the Alcoholic Policing Partnership (APP) Program to strengthen collaborations between ABC and local law enforcement agencies to address alcohol-related issues such as underage drinking, sales to intoxicated individuals, and public nuisances associated with alcohol outlets.

 

The APP Program grant offers an opportunity for government entities to obtain funding for improvements. This grant will assist the San Mateo County Sheriff’s Office with eliminating and reducing the crime and public nuisance associated with problem alcoholic beverage outlets, as well as help raise awareness that selling, serving, and/or furnishing alcoholic beverages to individuals under twenty-one is a criminal violation that will be prosecuted by local city and district attorneys.

 

The Sheriff’s Office desires to undertake a project designated as Stop Underage Drinking to be funded in part from the APP Program grant.

 

DISCUSSION:

The Sheriff’s Office applied for and has been awarded the FY 2025 Alcoholic Policing Partnership (APP) Program grant in the amount of $75,000, for a period commencing July 1, 2025 to June 30, 2026. Funding will support Minor Decoys Operations, Shoulder Tap Operations, Undercover Operations, and Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) operations. The funding will support travel and training, equipment, and personnel expenses for overtime.

 

The State requires a Resolution from the Board authorizing execution of the grant, including any extensions or amendments thereof, before the applicable grant performance period.

 

COMMUNITY IMPACT:

The APP Program grant will enhance public safety by supporting enforcement operations that target underage drinking and illegal alcohol sales. These efforts aim to reduce alcohol-related harm in the community, particularly among youth, and promote safer neighborhoods through increased compliance and education.

 

FISCAL IMPACT:

The agreement with the California Department of Alcoholic Beverage Control is for an amount not to exceed $75,000 and for the term of July 1, 2025 through June 30, 2026. There is no Net County Cost.
