BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to Hispanic Foundation of Silicon Valley and resulting grant agreement in an amount not to exceed $25,000 to support the “Latinos in Technology Initiative Seed Phase” K-12 programming in District 4 San Mateo County. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On September 17, 2019, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $50,000 for STEM-related programming and parent engagement classes for students attending the Ravenswood and Redwood City School Districts.
• On June 23, 2020, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $50,000 to assist in the transition of their educational excellence programming and services to an online platform during the COVID-19 pandemic and beyond.
• On July 13, 2021, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $75,000 to assist in the transition of their educational excellence virtual programming for middle and high school students and their parents beyond the COVID-19 pandemic.
• On June 28, 2022, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $100,000 to support Hispanic Foundation College Success programming within San Mateo County, with an exception to allow repeat funding in the same budget cycle.
• On June 13, 2023, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $100,000 to support Hispanic Foundation College Success programming within San Mateo County, with an exception to allow repeat funding in the same budget cycle.
The mission of HFSV is to promote educational excellence, foster leadership development, and engage students from Title I schools-or those with a high percentage of students receiving free or reduced lunch-in order to expand their access to STEM opportunities across Silicon Valley.
HFSV’s programming directly addresses STEM representation of underserved students in North Fair Oaks and Redwood City.
This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: equitable access to culturally relevant STEM education and parent engagement programs for students in underserved communities. Students from Title I schools-or those with a high percentage of students receiving free or reduced lunch-in San Mateo County often face systemic barriers to participating in STEM, including limited access to academic enrichment, digital literacy resources, and college readiness support. This initiative helps close that gap by offering free, high-quality programming to students and families who have historically been excluded from STEM pathways.
District 4 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:
The “Seed Phase of the Latinos in Technology Initiative” targets underserved students from elementary through high school, as well as their parents. The proposed $25,000 grant will help fund a portion of the initiative’s programming for the 2025-2026 school year. Programs are offered in-person, virtually, and in hybrid formats and include:
• Parent Education Academies (8-week courses with 16 hours of instruction)
• Digital Literacy Classes through the Aprendizaje Digital initiative
• Math and STEM Enrichment with Elevate Math and KiwiCo STEM kits
• Coding Workshops with Girls Who Code
• College Readiness & Financial Aid Workshops in partnership with Quetzal Mama and Society of Hispanic Professional Engineers
These offerings are free and designed to equip students with foundational academic skills, spark interest in STEM careers, and empower families to navigate the school system and higher education pathways.
HFSV partners with Title I schools and those with a high percentage of students eligible for free and reduced lunch in San Mateo County. The initiative is expected to benefit over 1,300 students and parents in the region.
The project or services funded by this district-discretionary grant will be implemented or provided during Fall 2025 and is estimated to be completed Summer 2026
Total Measure K Request: Not to Exceed $25,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
Hispanic Foundation of Silicon Valley’s Latino in Technology Initiative benefits more than 1,300 students and parents in San Mateo County by increasing Latino student engagement in STEM and college-prep coursework, enhancing parental capacity to support education and digital literacy, reducing barriers to college access and improving academic outcomes, and fostering long-term upward mobility and professional diversity in the tech industry.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
