BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.
On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.
PROJECT SUMMARY:
This is a request to authorize a grant to San Mateo County Blue Star Moms, and resulting grant agreement in an amount not to exceed $2,370, to provide funding for officers of Skyline College SVA to attend the National Student Veterans of America conference. The County Manager’s Office will administer and manage the proposed agreement.
San Mateo County Blue Star Moms is a part of Blue Star Mothers of America. The group is comprised of mothers, fathers, grandparents and other family and friends of those who are serving in the United States Armed Forces. To carry out their mission, San Mateo County Blue Star Moms’ activities include events to fundraise and support troops and veterans. Student Veterans of America is an organization which provides military veterans with the resources, support, and advocacy needed to succeed in higher education and following graduation.
Each year, the Student Veterans of America hosts a conference for student veterans to train them in supporting their peers on-campus. The 2018 conference will be held January 4 - 6 in San Antonio, Texas. The three-day conference includes workshops which address the unique challenges faced by student veterans on campus as well as discussions on challenges, strategies, and ideas to improve services to student veterans. The funds will be used for airfare, lodging, meals, and conference fees for up to three Skyline College Student Veterans Association club officers to attend the conference.
San Mateo County Blue Star Moms will administer the grant funds which will include choosing which Skyline VSA officers may receive funding; receiving and dispersing the funds; then collecting and submitting receipts to the County.
The funds will benefit the community by strengthening the services provided to student veterans in San Mateo County.
Breakdown of costs:
Airfare: $975 (up to $325 per person)
Hotel: $675 ($450 per room, two people per room)
Meals (not covered by conference): $300 ($100 per person)
Registration: $420 ($140 per person)
Total Measure K Request: Not to Exceed $2,370
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Skyline College SVA club officers to attend the National Student Veterans of America conference contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing information to those who serve veterans in San Mateo County on how to strengthen support for student veterans.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
