BACKGROUND:
On June 25, 2019, your Board approved an agreement with Mateo Lodge, Inc. to provide residential and mental health treatment services, for the term July 1, 2019 through June 30, 2021, in an amount not to exceed $4,971,110.
On September 24, 2019, your Board approved the FY 2019-20 Adopted Budget. Previously, on June 25, 2019, your Board received the FY 2020-21 Preliminary Recommended Budget. These budgets included a 4% Cost of Living Adjustment (COLA) for Behavioral Health and Recovery Services (BHRS) community-based organizations that provide mental health services and substance abuse disorder services.
DISCUSSION:
Mateo Lodge, Inc. provides a variety of services to seriously mentally ill adult clients with co-occurring disorders in the County. Services include transitional residential treatment, supportive rehabilitation services, and community-based case management. Services also include mobile outreach to seriously mentally ill clients with co-occurring disorders who are homeless or at risk of homelessness. Lastly, through the Family Assertive Support Team, Mateo Lodge, Inc. provides in-home outreach and engagement services.
It is now necessary to amend this agreement with Mateo Lodge, Inc. to add the COLA to FY 2019-20 and FY 2020-21, increasing the amount by $302,244, with no change to the agreement term.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The amendment and resolution have been reviewed and approved by County Counsel as to form.
BHRS provides a range of services to promote wellness and recovery, supporting consumers remaining in the lowest possible level of care. The provision of transitional residential services is one established level of care. It is anticipated that 80% of clients will be discharged to more independent living after completing 12 or more months of treatment in a Transitional Residential Treatment Services program.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2021. The amount of the amended agreement is not to exceed $5,273,354. The amendment increases the contract amount by $302,244. Of this amount, $99,422 is included in the BHRS 2019-20 Adopted budget. 1991 Realignment will fund $21,873, and Net County Cost will fund $77,549.
