Acting as the Governing Board of the ten County Sewer Maintenance and Sanitation Districts, adopt a resolution setting Tuesday, June 10, 2025, at 9:00 A.M. at the regularly scheduled Board meeting as the time and place for a public hearing on:
A) Filing of the sewer service charges report for Fiscal Year 2025-26 for the ten (10) County Sewer Maintenance and Sanitation Districts based on the sewer service rates set for Fiscal Year 2025-26; and
B) Directing the necessary notices for said hearing.

BACKGROUND:
Sewer service charges are collected on the property tax bill. The charges are based on sewer service rates approved by this Board.
On July 25, 2023, this Board approved the sewer service rates for eight (8) of the ten (10) County Sewer Maintenance and Sanitation Districts (Districts) for five fiscal years (FY 2023-24 through FY 2027-28).
On June 11, 2024, this Board approved the sewer service rates for the Burlingame Hills Sewer Maintenance District and Crystal Springs County Sanitation District for four fiscal years (FY 2024-25 through FY 2027-28).
DISCUSSION:
The Districts governed by this Board serve approximately 12,000 properties and finance the operation and maintenance of approximately 150 miles of sewer mains as well as the cost of treating the sewage collected by the Districts. Virtually all revenue to provide these services in each district is generated by the sewer service charges that are levied on the property owner’s tax bill. The FY 2025-26 Sewer Service Charges Report, which is being prepared concurrently with this report, contains the individual charge for each parcel of real property receiving sewer service from the ten (10) Districts.
Adopting a resolution setting the time and place for the public hearing is the first step in the process and is procedural. The process to be followed to adopt the sewer service charges includes:
1) Hold a public hearing on the Sewer Service Charges for the ten (10) Districts calculated based on the adopted sewer service rates.
2) After closing the public hearing, this Board may adopt the charges as presented, modify any charges in the report, or overrule any or all objections.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
Authorizing a public hearing to consider the FY 2025-2026 Sewer Service Charges Report results in providing the necessary revenue for the continued provision of sanitary sewer service in the Districts that serve portions of the unincorporated area and some neighboring city areas and invest in system improvements to ensure the long-term reliability of the sanitary sewer infrastructures for the benefit of the environment and the public.
FISCAL IMPACT:
There is no fiscal impact by setting the public hearing. However, levying the individual sewer service charge, which can occur after the public hearing, will result in charges being levied on those parcels receiving sewer service. The approved rates upon which the sewer service charges will be based for FY 2025-26 for each equivalent residential unit are:

There is no direct impact to the General Fund. However, sewer service charges are levied on property that is either leased or owned by the County where sewer service is provided.
