BACKGROUND:

On April 13, 2010, the Governing Board of Commissioners approved the Housing Authority of the County of San Mateo (“HACSM”) Moving To Work (“MTW”) Annual Plan which contained an activity to design and implement a rental assistance program serving income-qualified members of populations in our community who either are not served or are underserved by HACSM’s current programs due to unique qualifying circumstances.

The result of this activity was the creation of the Provider-Based Assistance (“PBA”) program which allows HACSM to provide time-limited rental assistance, in conjunction with supportive services, to households served by local providers. The goals of the PBA program are to assist eligible households to increase their housing stability, increase their skills and/or income, and obtain greater self-sufficiency. Each provider designs and implements its own program using HACSM-MTW reserve funds for the housing subsidy component.

HACSM’s MTW Annual Plan for FY 2023-2024, presented at the Governing Board of Commissioners meeting on June 13, 2023, includes an update to the budget for the PBA program. HACSM allocated more funds to the program to increase the number of providers serving the most vulnerable populations.

 

DISCUSSION:

HACSM issued Request for Proposals (“RFP”) for the PBA program in 2011, 2016, 2018, and, most recently, in March 2023.

The 2023 RFP response resulted in proposals from six providers. The following summarizes the providers and the populations they will serve:

Catholic Charities

Catholic Charities is a new provider under the PBA program and will administer the San Mateo Housing Ladder project. They plan to serve up to 80 households who are chronically homeless with multiple and/or serious barriers to housing stability. Catholic Charities is dedicated to expanding its footprint in San Mateo County and utilizing existing partnerships with local agencies to assist clients in achieving their housing goals. 

CORA

CORA has been a provider under the PBA program since 2011. They plan to serve up to 16 adults and families with children who are survivors of domestic violence, improving their ability to stabilize their lives after leaving an abusive relationship. CORA staff have developed ongoing partnerships with landlords throughout San Mateo County and will continue and increase those partnerships.

HIP Housing

HIP Housing has been a provider under the PBA program since 2013. They plan to serve up to 41 households with single adults, young adults and families with children who are survivors of domestic violence, and persons exiting the foster care system with multiple and/or serious barriers to housing stability. HIP Housing owns four shared homes with a total of 22 bedrooms; they plan to add a two-bedroom ADU at one of their shared homes and they master lease two studio apartments at a complex in Redwood City, bringing the total number of units to 26.

Mental Health Association (MHA)

MHA is a new provider under the PBA program and will administer the Housing Assistance for Transition Age Youth to approximately 35 households consisting of young adults who are survivors of domestic violence and persons exiting the foster care system with multiple and/or serious barriers to housing stability.

Oakbrook LLC

Oakbrook is a new provider under the PBA program and will administer the San Mateo County Marina Stabilization project. They plan to serve up to 20 households who are persons with serious mental illness and multiple and/or serious barriers to housing stability. The targeted population has been identified as mariners with non-compliant live-aboard status and at risk of homelessness.

Service League

Service League has been a provider under the PBA program since 2011. They plan to serve up to 30 households per year and own five transitional homes located throughout Redwood City. Their program is designed to assist adults and young adults who are persons with significant drug/alcohol addictions; persons exiting the criminal justice system; persons that are high utilizers of the criminal justice system; and persons exiting residential treatment facilities - these populations may have multiple and/or serious barriers to housing stability.

HACSM has seen success in working with three of the providers and know the overall flexibility of the PBA program will allow the three new PBA providers to test their own successes and challenges.

The term of the individual agreements with the six providers will be July 1, 2023, through June 30, 2028.

The County Attorney has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is no net County cost associated with this action.  All funds required to operate the MTW program are provided by the U.S. Department of Housing and Urban Development and the PBA program is provided with HACSM MTW reserve funds. The total funds allocated to the providers over the five-year term is $15,165,465.
