Adopt a resolution authorizing an agreement with Discovery Practice Management dba Center for Discovery for comprehensive treatment services for clients diagnosed with eating disorders for the term of July 1, 2022 through June 30, 2024, in an amount not to exceed $500,000.

BACKGROUND:
In 2018, Behavioral Health and Recovery Services (BHRS) identified that there was a need to fill a service gap for severely mentally ill youth, adolescent, and adult clients who are diagnosed with moderate to severe eating disorders, as defined in the DSM-5, who require a more specialized and intensive level of treatment. At the time, no BHRS clinic or program effectively addressed the comprehensive behavioral, dietary, and medical needs associated with moderate to severe eating disorders. BHRS reached out to several local providers and Discovery Practice Management dba Center for Discovery (CFD) was one of two providers that met the requirements to provide comprehensive and specialized treatment for clients diagnosed with eating disorders such as: anorexia, bulimia, binge eating disorder, and eating disorders not otherwise specified.
In July 2018, BHRS conducted an open and fair process to select a provider for residential treatment services through obtaining three quotes. CFD submitted a quote and BHRS entered into an agreement with CFD. CFD has been providing these services to the County since 2018.
During the COVID-19 health crisis, CFD has been maintaining service expectations by implementing extensive policies and protocols to manage COVID-19 risk including staff and patient screening, staff and patient testing; isolation or quarantine in the event of exposure, suspected cases, or confirmed cases; and more frequent cleaning, as well as cleaning protocols for when a COVID-19 positive individual enters any of their sites. They also have plans for staffing coverage in the event multiple staff members are out sick with COVID-19.
Residential treatment services are exempt from the Request for Proposal process under the B-1 Administrative Memorandum.
DISCUSSION:
CFD services range from nutritional assessments, comprehensive treatment plans, close supervision, dietary counseling and individual and family counseling. BHRS identifies a continuing need for eating disorder services and is recommending to enter into a new agreement with CFD.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by the County Attorney as to form. This agreement is late due to prolonged contract negotiations and is on the Continuing Resolution.
It is anticipated that 100% of clients completing the program will be successfully served at a lower level of care for up to one year, after being discharged.

FISCAL IMPACT:
The term of the agreement is July 1, 2022 through June 30, 2024. The amount of the agreement is not to exceed $500,000 for the two-year term. Funds in the amount of $250,000 are included in the BHRS FY 2022-23 Recommended Budget. Similar arrangements will be made for future years. Of the FY 2022-23 amount, it is anticipated that $250,000 will be funded by Mental Health Services Act. There is no Net County Cost associated with this agreement.
