BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to Silicon Valley Bicycle Coalition, and resulting grant agreement, in an amount not to exceed $28,000, to provide for its San Mateo “Transportation Justice Academy” program. The County Executive's Office will administer and manage the proposed agreement.
District 2 indicates that this organization has not previously received Measure K district-discretionary funding.
Silicon Valley Bicycle Coalition (SVBC) builds just and healthy communities by making bicycling safe and accessible for everyone across San Mateo and Santa Clara Counties. In addition to advocacy and other programming, Silicon Valley Bicycle Coalition provides bike education classes with Commute.org and hosts bike educator certification trainings.
This district-discretionary grant will be used to fund the following project or services:
This project will support SVBC, in partnership with El Concilio of San Mateo County, to build community capacity for advancing transportation safety and equity in San Mateo-particularly in the North Central neighborhood-through SVBC’s Transportation Justice Academy. Through targeted training and hands-on learning, SVBC will equip residents from historically underrepresented communities with the knowledge and tools needed to understand local transportation conditions, identify safety hazards, and navigate public decision-making processes. Activities will include walk audits and infrastructure rides-which may take place in North Central, Shoreview, and/or Los Prados based on priority geographies identified by participants-analysis of local crash and injury data, and review of how land use, zoning, and education on agency responsibilities and how they affect transportation planning and maintenance. These program areas aim to ensure that community members are prepared to assess real-world conditions such as sidewalk quality, ADA accessibility, lighting, obstructions, and transit stop access.
SVBC will support participants in delivering informational reports on documented transportation safety issues through public testimony, written communications, and community education. The program will culminate in a neighborhood-specific action plan and a bilingual transportation justice resource guide, strengthening long-term civic engagement and ensuring that all community voices are effectively represented in transportation decision-making.
This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: education and programming on transportation safety disparities.
District 2 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented and provided between January 2025 and January 2026. The project is estimated to be completed January 27, 2027.
Total Measure K Request: Not to Exceed $28,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

PERFORMANCE MEASURES:

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.
COMMUNITY IMPACT:
In many communities in District 2 and San Mateo County, decades of redlining, disinvestment, and environmental racism have created immense physical and economic mobility barriers. Residents face disproportionate overlapping burdens of flood risk, exposure to poor air quality, and food insecurity, while navigating often inaccessible or unsafe streets. This project will empower residents of historically marginalized communities in District 2 to tackle transportation injustices they face every day.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
