BACKGROUND:

The County of San Mateo provides secure and safe facilities for County staff and members of the public to utilize. The County Sheriff’s Office previously was responsible for security across all County facilities. On March 22, 2021, San Mateo County Procurement released a Request for Proposal (RFP) to seek an experienced firm that can provide security personnel who offer a variety of security services as a Master Agreement for County departments to utilize security professionals through a singular security provider, and Execushield Inc. (Execushield) was awarded the contract. The County of San Mateo Procurement issued RFP No. 1445 for General Security Services. This contract was awarded to one contractor as a Master Agreement. County Departments contract individually under this agreement for their customized needs.

 

On April 18, 2023, the Director of Public Health, Policy and Planning (PHPP) entered into a contract with Execushield for General Security Services for the term of March 20, 2023, through October 10, 2024, in an amount not to exceed $157,250.

 

On November 5, 2024, the Director of PHPP approved an amendment with Execushield for General Security Services, extending the term through October 10, 2025, increasing the amount by $42,749 to an amount not to exceed $199,999.

 

DISCUSSION:

PHPP desires to partner with Execushield to continue providing general security for its personnel and the public. Since 2023, Execushield’s performance in providing security and safety have been very helpful. Specifically, they have provided direct oversight for managing patient flow, forming orderly lines, and addressing wait-time frustration that could escalate incidents. 

 

The contractor shall provide and maintain well-trained security guards of agreed-upon numbers and capability to provide security guard and inspection services to the Mobile Clinic.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by the County Attorney as to form.

 

It is anticipated that at least 50 security-related incidents each year will be reported and resolved by Execushield security guards during their presence at Mobile Clinic sites. This ensures crowd control and deters incidents involving disruptive patients, thereby enhancing the overall sense of safety for both staff and patients.

COMMUNITY IMPACT:

The visible security presence of Execushield security guards helps foster a safe, welcoming environment for patients, staff, and the surrounding community. Knowing that safety is being proactively managed can increase trust and encourage people to engage more openly with the clinic’s services. The atmosphere of control and calmness contributes to a better experience overall. It significantly reduces the likelihood of disruptive and aggressive behavior escalating. When security personnel engage respectfully and consistently with patients and families, they build trust and break down barriers. This community-oriented approach can enhance the clinic’s role as a trusted and caring hub.

 

FISCAL IMPACT:

The term of the amended agreement is March 20, 2023, through October 30, 2026. This amendment increases the contract amount by $62,451 to an amount not to exceed $262,450 for the full term of the agreement. Of the amended amount, $62,451 is included in the PHPP FY 2025-26 Adopted Budget. The amended amount is 100% funded by Net County Cost.
