BACKGROUND:

San Mateo Medical Center (SMMC) completed a Request for Proposals for janitorial services in July 2021 and Excellent Maintenance Pro, Inc. (Excellent) was chosen based on their experience and being the lowest priced vendor. On October 1, 2021, SMMC entered into a short-term agreement with Excellent in an amount not to exceed $200,000 to eliminate gaps in services between the previous agreement and this newly awarded agreement. On January 11, 2022, this Board approved an amendment to extend the agreement to a three-year term through September 30, 2024, and increase the amount of the agreement by $2,500,000 to an amount not to exceed $2,700,000.

 

DISCUSSION:

This amendment will extend services under the Agreement to a new location for Behavioral Health and Recovery Services at the North County Clinic, further extend the agreement by two years through September 30, 2026, and increase the amount of the agreement by $1,870,000 to an amount not to exceed $4,570,000.

 

Upon the end of the term of this agreement, SMMC plans to either issue a Request for Proposals or purchase services from a vendor that participates in SMMC’s chosen Group Purchasing Organization vendor, Vizient. 

 

County Attorney has reviewed and approved the resolution and amendment as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

The County’s Contract Compliance Committee has approved a waiver request for a five-year term for this agreement.

It is anticipated that clinics will be cleaned 100% of the time in adherence with contract guidelines, in accordance with Joint Commission and Infection Control Standards.

EQUITY IMPACT:

The utilization of Excellent Maintenance Pro, Inc. ensures continued equitable health outcomes for the SMMC and San Mateo County Health (SMCH) patients by providing janitorial services to several SMCH clinic locations. These results are utilized by the patient care teams to provide the necessary care for all of SMMC’s patient population. This continued service will positively impact equitable health outcomes because the cleanliness of these clinics will assist SMCH to address community needs. Specifically, in the past 12 months, 68.3% of SMMC’s patients were enrolled in Medi-Cal with an additional 6.1% of SMMC’s patients enrolled in the Access to Care for Everyone (ACE) program. SMMC’s patients span a wide spectrum of races, ethnicities, gender, and gender-identities.

 

FISCAL IMPACT:

The term of the amended agreement is October 1, 2021, through September 30, 2026. The amendment increases the amount payable under the agreement by $1,870,000 to an amount not to exceed $4,570,000 for the 5-year term. Funds in the amount of $745,338 are included in the SMMC FY 2024-25 Recommended Budget. Funds in the amount of $143,040 are included in the BHRS FY 2024-25 Recommended Budget. Funds in the amount of $22,020 are included in the FHS FY 2024-25 Recommended Budget. Similar arrangements will be made for future years.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
