Confirm the appointment of Alin Lancaster to the Housing and Community Development Committee (HCDC), as a Categorial Member representing the City of Redwood City in the County HOME Consortium, for an initial partial term through June 30, 2029.

BACKGROUND:

The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds.  The HCDC also reviews and provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.

 

The Board of Supervisors approved Resolution No. 081092 on April 22, 2025. This resolution updated the HCDC governance document, among other changes. HCDC’s governance document identifies who can be members and Categorial Members, which includes one person who is appointed by each Entitlement City that is a member of the County HOME Consortium.  Members of the HOME Consortium agreed to add Redwood City to the County HOME Consortium. A Second Amendment to the Cooperation Agreement of the SMC Home Consortium was executed in the spring of 2025. This Agreement provides that Redwood City be eligible to be a HOME Consortium member as of July 1, 2026.

 

DISCUSSION:

The Assistant City Manager on behalf of the City of Redwood City has nominated Alin Lancaster to serve as their County HOME Consortium representative. Upon confirmation of this Categorical Member appointment, the term is effective July 1, 2026 through June 30, 2029.

 

Currently serving as the Housing Leadership Manager for the City of Redwood City since 2019, Alin oversees the Housing Division, manages an affordable housing portfolio of over 1,500 units, and leads the implementation of key housing initiatives. Previously, Alin was the Housing and Community Development Manager with the City of Union City and Community Development Coordinator with the City of South San Francisco. She holds a Master of Public Affairs from UC Berkeley and a Bachelor of Science in Community & Regional Development from UC Davis.
