BACKGROUND:

Public Safety Communications (PSC) has provided the City of San Carlos (the City) with full-time law enforcement communications services since November 2011, when the Board of Supervisors approved the initial agreement. The Board subsequently approved the First Amendment to this agreement in March 2013, the Second Amendment in September of 2016, and the Third Amendment in June 2021, which has since expired on June 30, 2026.

 

DISCUSSION:

In June 2026, the City and PSC have reviewed and mutually agreed upon a continuation of law enforcement communications services via a new Agreement. Notably, this Agreement continues existing services for a five-year term from July 1, 2026, through June 30, 2031, with a total payment of $5,263,952.

 

In addition to communications and dispatch services, PSC provides supervisory personnel 24 hours a day, seven days a week, management overhead, and public safety systems oversight and maintenance.

 

The City Council of San Carlos approved the Agreement at a meeting on June 8, 2026.

 

County Attorney has reviewed and approved the Agreement and Resolution as to form.

 

COMMUNITY IMPACT:

Approval of this Agreement will ensure public safety and allow continuation of vital law enforcement communications services for the residents of San Carlos.

 

FISCAL IMPACT:

Under this Agreement, total reimbursement to the County is $5,263,952 for services beginning July 1, 2026, and ending June 30, 2031. The associated revenues and service expenditures will be included in the corresponding fiscal years’ Adopted Budgets. There is no Net County Cost associated with this Agreement.
