BACKGROUND:
In December 2021, the County received Homekey Program grant funding administered by the California Department of Housing and Community Development (HCD) to support the construction and operation of a Navigation Center. On September 28, 2021, the County acquired 2.5 acres at 275 Blomquist St., Redwood City, from the City of Redwood City to construct/develop the San Mateo County Navigation Center which is scheduled to be completed in December 2022. Navigation Centers are low-threshold, high service, temporary shelter programs for adults experiencing homelessness.
San Mateo County’s Navigation Center is a key component to the County’s plan to reach a functional zero level of homelessness; that is, to offer every unsheltered person who chooses assistance a bed or unit in an emergency shelter, temporary housing, or permanent housing. The Navigation Center will provide 240 temporary safe living spaces to individuals and couples experiencing homelessness in San Mateo County. Services will be provided onsite and include intensive client-centered and housing-focused case management designed to help clients find and maintain permanent housing.
In September 2021, the Human Services Agency (HSA) issued a Request for Proposals (RFP) to identify a provider to operate and deliver non-congregate homeless services at the Navigation Center, and the non-profit LifeMoves was selected based on their experience providing shelter services, and overall program approach as outlined in the RFP evaluation criteria.
DISCUSSION:
HSA requests the County enter into an agreement with LifeMoves for a term of October 18, 2022 through June 30, 2027, for a total obligation amount not to exceed $22,985,417, to operate and provide non-congregate homeless shelter services at the Navigation Center. Specifically, LifeMoves will provide 24/7 staffing of the program, housing-focused case management, and service linkages to connect clients to other supportive services that may help them achieve permanent housing. LifeMoves will also provide community meals, recreational activities, and transportation services.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).
It is anticipated for each fiscal year of the agreement that 40% of adult households leaving the program will exit to a permanent housing situation, and 30% of the adult households who exit (who stayed more than 12 months) will increase their employment income. These measures are anticipated to remain the same throughout the duration of the 5-year agreement.

FISCAL IMPACT:
The term of this agreement is October 18, 2022 to June 30, 2027 for a total obligation amount not to exceed $22,985,417. Funding for this agreement will come from the Human Services Agency (HSA) using Homeless Housing, Assistance and Prevention (HHAP) funding; the County Executive’s Office (CEO) using Homekey and American Rescue Plan Act (ARPA) funding; and the Department of Housing (DOH) using Emergency Solutions Grant - Corona Virus (ESG-CV) funding, Community Development Block Grant - Corona Virus (CDBG-CV) funding, Community Development Block Grant (CDBG) funding, State Emergency Solution Grant (ESG) funding, and Permanent Local Housing Allocation (PLHA) funding. Budget appropriation for this agreement is included in the FY 2022-23 recommended budget and will be included in all other impacted budgets. There is no Net County Cost associated with this agreement.
