BACKGROUND:

On June 2, 2015, the San Mateo County Board of Supervisors adopted Resolution No. 073812 establishing the San Mateo County Veterans Commission.  The mandate of the Veterans Commission includes the promotion of programs and policies that address the unmet needs of veterans in San Mateo County, such as those identified in the 2014 San Mateo County Veterans Needs Assessment.  In establishing the Veterans Commission, the Board specifically directed those efforts be undertaken to maximize the likelihood that the Commission's membership will reflect the diversity of veterans in San Mateo County, including with respect to race/ethnicity, gender, age and sexual orientation.

Subsequently, on November 3, 2015, the Board of Supervisors adopted Resolution No. 074159, which increased the membership of the Veterans Commission from nine to eleven regular voting members.  Thereafter, on November 17, 2015, the Board of Supervisors adopted Resolution No. 074183 which expanded the membership of the Veterans Commission to include two alternate members.

DISCUSSION:

This recommendation is for four Veterans Commissioners as noted above.

Brandon Jones is being recommended for his third and final term as a full-voting member on the commission; Mark McVay and Aditi Patel are being recommended to serve their first full terms as regular members; and Keith Darby is being recommended to move from Alternate to regular full-voting member.

Brandon Jones joined the Veterans Commission first as an Alternate member on November 17, 2015, and then as a full voting member on August 8, 2017. He currently serves as Vice Chair of the Veterans Commission.  Mr. Jones is a veteran who served in the U.S. Army.

Mark McVay is a U.S. Navy veteran, who served honorably from 1986-1994, including time as a nuclear engineer on the aircraft carrier, USS Carl Vinson. After his discharge, McVay has held management positions in energy, data and software-as-a-service (SaaS) and as a volunteer for numerous causes. He currently serves as the Managing Director of the Net Zero Academy at the Stanford University Doerr School of Sustainability.

Aditi Patel is the widow of a U.S. Navy veteran and serves as President of the San Mateo County Medical Society.  She holds a D.O. in Internal Medicine and is currently the Medical Director of Kentfield Hospital in Marin County.

Keith Darby is a Marine Corps veteran who has been engaged in decades of civic and volunteer activities.  He currently serves as the Chief Executive Officer of the San Mateo County Medical Association, thus fulfilling the requirement that a commissioner must live or work in San Mateo County.  Mr. Darby is being recommended to serve as a full member in the seat formerly held by Hank Scherf who has resigned and is moving out of San Mateo County.
