BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  District 3 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  District 3 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

DISCUSSION:

This is a request to authorize a grant to Middleton Community Road Corporation, and resulting grant agreement, in an amount not to exceed $50,000 to provide for replacement of the 60-year-old wooden Peter’s Creek Bridge. The County Executive’s Office will administer and manage the proposed agreement.

District 3 indicates that this organization has not previously received Measure K district-discretionary funding.

The Middleton Community Road Corporation (MCRC) is a California Mutual Benefit Corporation responsible for maintaining the roads and bridges in the Middleton Tract in rural La Honda, adjacent to Portola Redwoods State Park, south of State Route 35.  MCRC members are property owners in the Tract. They pay annual dues assessments for road maintenance and safety projects and to create savings for capital projects.

This district-discretionary grant will be used to fund the following project or services:

MCRC will apply grant funds towards the replacement of Peter’s Creek Bridge. The bridge is approximately 10 feet wide and in a state of significant disrepair, having been constructed out of fallen timber by loggers 60 years ago.  The bridge connects the Middleton community and Portola State Park Road/Alpine Road and crosses over Peter’s Creek.  Currently, this is the only means of access for community residents and first responders in this heavily forested area.

Community members have dedicated all of their capital savings ($200,000) and an additional $300,000 from special assessments for a project to replace the bridge with a new steel bridge.  Initial costs estimates have increased beyond the $500,000 capacity of the community to self-fund, primarily due to increased bridge width and capacity requirements to accommodate fire department apparatus.  This Measure K funding will allow the community to acquire and install the new bridge, working in collaboration with the County Planning and Building Departments, the County Fire Marshal and the California Department of Fish and Wildlife.

This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: 

This Measure K request ensures that the only access road connecting the Middleton Tract community to the Portola State Park Road/Alpine Road remains viable by replacing and upgrading the road’s 60-year-old wooden bridge over Peter’s Creek.

District 3 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

100% of the Measure K grant will be allocated to partially fund the engineering and fabrication of a new steel bridge by C and C Organix Entp, DBA Excel Bridge Mfg. Co. The total engineering and fabrication cost of Peters Creek Bridge is $138,600.

The project or services funded by this district-discretionary grant will be implemented or provided during March 1, 2026 through January 31, 2027 and is estimated to be completed by January 31, 2027.

Total Measure K Request: Not to Exceed $50,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:

As the sole access point to the Middleton community, the proposed bridge replacement is essential for the safety and health of the Middleton community residents. In critical situations, emergency services must be able to safely access the community. Without this bridge, the Middleton community faces dangerous isolation.

 

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
