Adopt a resolution authorizing an agreement with the California Department of Public Health for funding to provide HIV prevention services for the period of January 1, 2019 through December 31, 2022, in an amount not to exceed $796,612.

BACKGROUND:
The San Mateo County Public Health STD/HIV Program (SMSH) provides: HIV education, counseling, and testing; linkage to care and treatment; retention and re-engagement in care; and partner and prevention services to County residents. These services are funded by a grant issued by the Centers for Disease Control and Prevention, which is administered by the State of California Department of Public Health.
DISCUSSION:
Having HIV prevention funding offsets the cost of hiring 1.59 full-time employees performing SMSH related activities.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
This contract is late due to delays in receiving the agreement from the State.
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing HIV prevention services to individuals affected by HIV/AIDS. It is anticipated that these services will enable 90% of HIV-positive clients who are linked to SMSH primary care services improve their quality of life.

FISCAL IMPACT:
The term of the agreement is January 1, 2019 through December 31, 2022. The amount of the agreement is $796,612, of which $99,576 is included in the Public Health, Policy and Planning (PHPP) FY 2018-19 Adopted Budget and $99,576 is included in the PHPP FY 2019-20 Recommended Budget. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
