B) Authorize an Appropriation Transfer Request (ATR) transferring district-discretionary Measure K funds, not to exceed $125,000, from Non-Departmental Services to the County Executive’s Office to establish and fund a Pilot Reward Program for Information on Residential Burglary Crimes in San Mateo County Supervisorial District 3 (Reward Program), administered in coordination with the San Mateo County District Attorney and Sheriff.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.
PROJECT SUMMARY:
This is a request to authorize a transfer of funds from Non-Departmental Services to the County Executive’s Office, in an amount not to exceed $125,000, to establish and fund the Reward Program, administered in coordination with the San Mateo County District Attorney and Sheriff. The County Executive’s Office will administer the pilot program.
Residential burglary crimes pose a significant threat to the safety and security of San Mateo County residents in District 3. Since January, the Sheriff’s Office has filed reports for over 90 residential burglaries, making arrests of 59 individuals associated to those burglaries. The vast majority of these reported events occurred in District 3. The County recognizes the importance of encouraging members of the public to provide information leading to the apprehension and/or conviction of individuals responsible for residential burglary crimes, so that residents can feel safe in their residences.
Accordingly, District 3 requests that the County Executive, in partnership with the District Attorney and Sheriff, establish, on a pilot basis, a program to provide rewards for information leading to the apprehension and/or conviction of individuals guilty of committing residential burglary crimes within District 3. Qualifying rewards will be made from District 3’s district-discretionary Measure K funds. This request for $125,000 in Measure K district-discretionary funds will allow for the County Executive to implement the Reward Program, including paying qualifying rewards and administrative costs of program implementation, as necessary and advisable within the discretion of the County Executive, in coordination with the District Attorney and Sheriff.

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2023-24 Adopted Budget.
