BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to Hispanic Foundation of Silicon Valley, and resulting grant agreement, in an amount not to exceed $36,250, for Latinos in Technology K-12 programming in San Mateo County District 2. The County Executive's Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On September 17, 2019, the Board of Supervisors approved $50,000 in district-specific Measure K funds to the Hispanic Foundation of Silicon Valley for STEM-related programming and parent engagement classes for students attending the Ravenswood and Redwood City School Districts
• On June 23, 2020, the Board of Supervisors approved $100,000 in district-specific Measure K funds to the Hispanic Foundation of Silicon Valley to assist in the transition of their educational excellence programming and services to an online platform during the COVID-19 pandemic and beyond.
• On July 13, 2021, the Board of Supervisors approved $75,000 in district-specific Measure K funds to the Hispanic Foundation of Silicon Valley to assist in the transition of their educational excellence virtual programming for middle and high school students beyond the COVID-19 pandemic.
• On June 28, 2022, the Board of Supervisors approved $100,000 in district-specific Measure K funds to the Hispanic Foundation of Silicon Valley to support Hispanic Foundation College Success programming within San Mateo County.
• On June 13, 2023, the Board of Supervisors approved $100,000 in district-specific Measure K funds to the Hispanic Foundation of Silicon Valley to support Hispanic Foundation College Success programming within San Mateo County.
• On June 10, 2025, the Board of Supervisors approved $34,000 in district-specific Measure K funds to the Hispanic Foundation of Silicon Valley to support the "Latinos in Technology Initiative Seed Phase" K-12 programming within San Mateo County.
The Hispanic Foundation of Silicon Valley (HFSV)’s mission is to advance equity in STEM, transforming the socio-economic trajectory of families in Silicon Valley. HFSV serves 4,000 students and families annually across San Mateo County and Santa Clara County.
HFSV’s programming is extensive, but this grant will specifically fund Parent Education Academies which offer workshops that equip parents to support their children's education, navigate school systems, and understand the value of STEM coursework. This program will serve low-income students and families in public schools, mostly Title 1 schools, within San Mateo County.
This district discretionary grant will be used to fund the following project or services:
Ten in-person parent academies across 5 community elementary schools in the San Mateo-Foster City School District, each serving approximately 30 parents with tools and strategies to foster student academic achievement by strengthening family engagement. HFSV will subcontract with Parent Institute for Quality Education (PIQE) to deliver these programs. The budget included in this grant represents PIQE’s budget.
This district-discretionary grant will enable the organization to meet the following need or service gap within the County: Parent engagement to increase student success in STEM education in lower-income families in San Mateo County.
District 2 has informed the grantee organization that this grant is one-time only, and the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented and provided during the 2025-26 school year. The project is estimated to be completed by December 2026.
The following other community organizations are involved in or contributing funds to this project/these services, as follows: Atkinson Foundation, the Sobrato Foundation, First Citizens Bank, Google, Lam Research, KLA Foundation, Bank of America, and the David and Lucile Packard Foundation.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
This program aims to address the systemic disparities hindering the representation of disadvantaged communities, including communities of color, in STEM industries. Early exposure to STEM education is crucial for equipping individuals with the skills necessary to access the immense economic opportunity in these industries.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
