BACKGROUND:
In 2023, the Center on Homelessness branch of the Human Services Agency (HSA), in partnership with the County Executive’s Office, spearheaded an application to the State of California under the ERF grant to secure funding to serve unhoused San Mateo County residents living in Critical Homeless Encampment Zones (CHEZ) identified through the California Department of Transportation (Caltrans) and other partner organizations.
On June 25, 2024, by Resolution No. 080529, this Board accepted $14,134,200.12 in grant funding and authorized the Director of Human Services Agency to execute the funding agreement and enter into five (5) service agreements to quickly begin providing outreach services. One (1) of the five (5) authorized agreements was with PRC for an amount up to $350,000.
On December 5, 2024, HSA entered into an agreement with PRC to provide homeless outreach services to individuals and households eligible for assistance through the ERF grant who reside or previously resided in San Mateo County’s CHEZs, which are encampment sites identified as CHEZs by HSA. Under the agreement, PRC primarily serves individuals residing or previously residing in CHEZs located in the City of Half Moon Bay. The agreement is for a total amount not to exceed $326,290 and covers the term of December 2, 2024, through June 20, 2027.
On June 25, 2026, HSA executed an amendment to the agreement with PRC to reallocate grant funding and increase the contract by $23,709.45 for a total obligation not to exceed $350,000 with no change in term.
DISCUSSION:
HSA seeks to further amend the agreement with PRC to increase funding by $132,340.60, for a revised total amount not to exceed $482,340.60 with no change in term. This will fund additional staff members that will provide services targeted specifically to unsheltered (living outdoors, in vehicles, or other places not meant for human habitation) individuals, households, or unaccompanied youth, who are eligible to be served under ERF. Individuals to be served include residents with disabilities, little- to-no-income, evictions, criminal convictions, alcohol and/or other substance use , mental and physical health challenges, and other barriers to obtaining or maintaining stable housing.
To date, PRC has exceeded their ERF contractual performance measures for FY 25/26 and is anticipated to exceed FY 26/27 in all but one category, which Program staff is closely monitoring. HSA’s contract monitoring activities include monthly Contractor check ins, receipt and review of quarterly written reports, annual site visits, the provision of ad hoc technical assistance and continuous data quality checks in COH’s data management system.
The amendment and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provision allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:
ERF Outreach will improve equity and inclusion in San Mateo County by focusing on providing housing interventions and field-based services for people experiencing homelessness in CHEZ encampments, many of whom are chronically homeless and have the highest barriers to accessing housing, in order to assist them in returning to permanent housing as soon as possible.
FISCAL IMPACT:
The term of this amended agreement is July 1, 2024 through June 30, 2027. The amendment adds $132,340.60 for a new total amount not to exceed $482,340.60. Funding for this agreement is provided by the state Encampment Resolution Funding 3 (ERF-3) grant. Budgetary appropriation for this agreement is included in the FY 2026-27 Recommended Budget and in all subsequent budgets that are affected by this agreement. There is no Net County Cost associated with this amendment.
