BACKGROUND:

Measure K is a half-cent sales tax initially approved by San Mateo County voters in 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) has held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2023-25, and allocated $500,000 for the provision of “age-friendly” supportive resources in the FY 2023-24 Approved Recommended Budget.  

 

In 2005, the World Health Organization (WHO) developed the concept of Global Age-Friendly Cities to help cities implement policies and services to help older adults live healthy and active lives as they age.

 

In January 2021, Governor Gavin Newsom unveiled the California Master Plan for Aging, which is aimed at preparing America’s most populous state for a massive demographic change over the coming decade. By 2030, 10.8 million Californian’s will be age 60 or over. This constitutes approximately 25 percent of the state’s population.  The Master Plan for Aging promotes an age-friendly California for all and lays out five goals including: housing for all stages and ages; health reimagined; inclusion and equity, not isolation; caregiving that works; and affording aging. The third goal, inclusion and equity, not isolation, incorporates participation in the American Association of Retired Persons (AARP)’s Age-Friendly initiative.

On December 14, 2021, the County entered into a Measure K grant agreement with the Los Altos Mountain View Community Foundation (LAMVCF) to support the Center for Age-Friendly Excellence in the amount of $500,000 in one-time district-discretionary Measure K funds for the term December 14, 2021 through December 31, 2023.  On February 22, 2022 and April 3, 2023, the parties amended the grant agreement to change the formal name of the Grantee and redefine the payment terms of the grant. 

 

DISCUSSION:

 

LAMVCF’s mission is to inspire, lead and empower residents to collaborate for a stronger community.  Their continued work in assisting cities in San Mateo County to become Age-Friendly cities and communities helps ensure that older adults of all races and ethnicities in San Mateo County have the opportunity to live healthy and active lives as they age.  

 

The County’s funding through Measure K has helped LAMVCF, through the Center for Age-Friendly Excellence (CAFÉ), to advance the understanding of Age-Friendly cities and communities using the WHO’s evidence-based criteria of eight domains of livability, including transportation, housing, outdoor spaces and buildings, social participation, respect and social inclusion, community support and health services, communication and information, and civic participation and employment. 

 

To date, LAMVCF has worked with the cities of Daly City, Redwood City, Pacifica, Colma, San Mateo, Foster City, Burlingame, San Carlos and Half Moon Bay to achieve their Age-Friendly certification through AARP.

 

To continue and expand this work, staff recommends that the Board authorize Amendment 3 to the Measure K grant agreement with LAMVCF to increase the total not-to-exceed amount by $500,000 for FY 2023-24. This amendment will continue the Board’s support for the Center for Age Friendly Excellence, extend the term through December 31, 2024 and add a provision to expressly allow LAMVCF to charge 5% of direct labor costs (not to exceed $50,000) to indirect facilities and administration costs.

 

Through Measure K grant funding, LAMVCF will continue to work with eight (8) additional cities to achieve AARP Age-Friendly certification.

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request.  These funds are included in the Non-Departmental Services FY 2023-24 Approved Recommended Budget.
