BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. Districts 1 and 4 have submitted a request to use a portion of their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. Districts 1 and 4 indicate that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  Districts 1 and 4 indicate that the sponsoring Board members, members’ families, and members’ supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to Special Olympics Northern California (SONC), and resulting grant agreement, in an amount not to exceed $75,000, to support SONC’s February 2024 Basketball Invitational, April 2024 Menlo Games, and new athlete and volunteer coach recruitment efforts in San Mateo County.

The County Executive’s Office will administer and manage the proposed agreement.

Districts 1 and 4 indicate that this organization has not previously received Measure K district-discretionary funding.

SONC’s mission is to create an inclusive community where people with and without intellectual disabilities can make connections, develop healthy lifestyles, achieve success, and experience the joy of sports.

SONC is a 501(c)(3) not-for-profit organization providing year-round sports training, athletic competition, health screenings, leadership training and inclusive school programs to children and adults with intellectual disabilities, offering them continuing opportunities to realize their potential, develop physical fitness, demonstrate courage and experience joy and friendship.

As with all Special Olympics programs, there is no cost to participate.

This district-discretionary grant will be used to fund the following project or services: SONC will host the Menlo Games Invitational and Foster City Basketball Invitational and be able to continue to offer sports and competition opportunities and programs, and support participation from San Mateo County residents including persons with intellectual disabilities and their families, along with volunteer coaches and student volunteers.

Over 20 years ago, Menlo College and the Menlo School approached SONC to host a track and field competition. Born from that initial interest was the Menlo Games Invitational. The track and field event features participants from San Mateo, San Francisco and Santa Clara County. Over 135 athletes and 40 volunteer coaches participated in 2023.  This event is an invitational, giving SONC athletes an additional opportunity to compete outside the regular competition schedule. Menlo School students help organize the event, volunteer day-of, and host an Olympic Village, a place for athletes to socialize and have a carnival-like experience in between their events. Measure K funding of this event will allow SONC to further expand the participants’ experience of the Games. The event occurs the 2nd or 3rd week of April.

The Foster City Basketball Invitational began over 15 years ago with a partnership with the Peninsula Jewish Community Center and the Lions Club. The invitational has been on hiatus since COVID, and SONC is interested in bringing this event back to the County. A unique feature of this mid-peninsula basketball event is the inclusion of participants from SONC’s community sports and fitness program and local school teams from the Special Olympics Unified Champion Schools Program (UCS). Teams from UCS are “Unified,” meaning students that make up these teams are with and without intellectual disabilities. The Invitational is a one-day tournament that attracts about 130 student-athletes and adult athletes. The event usually occurs the 2nd or 3rd week of February.

Expanding services is a key need for SONC in San Mateo County. Post COVID, there is a shortage of both volunteer coaches and athletes in the County. In 2024, SONC will hyper-focus on San Mateo County to increase its reach and provide opportunities to underserved residents with intellectual disabilities. Currently, there are 145 volunteer coaches and 216 community program athletes, of which, for instance, 84 live in District 1 and 73 live in District 4. The California Department of Disabilities (DDS) reports serving 4,158 residents in San Mateo County, and SONC wants to serve a larger portion of that population. To expand reach and promote services to San Mateo residents, SONC will invest in more localized marketing, community-based outreach, and grass-roots recruitment.

Budget

 

Districts 1 and 4 have informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

 

The projected total 2024 budget to run a year-round program in Sport and Fitness, Health & Wellness, Leadership, Recruitment and Unified Champion Schools in San Mateo County is $147,000. The request of $75,000 in Measure K funding allocation will be utilized to support SONC’s February and April 2024 Invitational Games activities and to serve San Mateo County families and residents with intellectual disabilities with the following expenses:

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
