BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  District 3 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  District 3 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the Friends of the San Carlos Adult Community Center (SCACC), and resulting grant agreement, in an amount not to exceed $12,100, to support the Active Aging Program Pilot. The County Executive’s Office will administer and manage the proposed agreement.

District 3 indicates that this organization has not previously received Measure K district-discretionary funding.

The Friends of the SCACC  is a 501(c)(3) nonprofit corporation established in 1992 that has continuously supported and enhanced programs and services offered at the Adult Community Center (ACC) to enrich the lives of the senior population and surrounding communities. Residents aged 55 years and older constitute a significant percentage (37%) of the population of San Carlos, and on an annual basis the ACC serves 240 seniors daily with a wide variety of programming from lunches and social events to wellness and enrichment classes and provides 25,185 low-cost and nutritious meals per year to seniors.

Many seniors rely primarily on social security income and the benefit of owning modest homes for decades, with most income allocated to basic living expenses. As the cost of living escalates, access to wellness and enrichment activities become more unattainable.

This district-discretionary grant will be used to fund the following project or services: the Friends of the SCACC is partnering with the City of San Carlos to pilot a program that aims to empower seniors to focus on well-being, community engagement and learning through a comprehensive 4-month course called the Active Aging Program.

This program will offer a diverse range of activities meant to foster a sense of connectedness and community, build independence, stimulate cognition and learning, incorporate physical activity and social interaction, and equip participants with the knowledge, skills, and enrichment necessary for healthy and active aging. The program will be open to 20 San Carlos residents aged 55 and above, enrolled at no cost for a 16-week program with a structured curriculum that involves three hours of activity plus lunch. Each session will have a different theme and will be facilitated by a topical expert who will engage participants in meaningful discussion. The program will be held free of cost at the SCACC and will be supervised by the current ACC Recreation Supervisor.

Proposed session topics include nutrition and healthy diets, fitness assessments and low-impact exercise techniques, mindfulness and meditation, financial security and resources, aging at home, elder fraud schemes and abuse, local policy and elected official panels, technology workshops, arts and culture presentations, discussion topics around caregiving, overview of sexual orientation and gender identity (SOGI), music and art classes, and field trips.

This district-discretionary grant will enable the organization to meet a currently unmet need or service gap within the County by providing services that target isolation, loneliness and senior mental health, priorities that were identified in the InterEthnica Final Report from San Mateo County’s 2023 Measure K Community Input Sessions. Furthermore, the InterEthnica Final Report noted that seniors have very targeted needs that should be addressed at a population-specific level, such as economic assistance, aging at home, mental wellbeing, and support for caregivers. 

District 3 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented or provided during September through December 2024, and is estimated to be completed January 1, 2025.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
