RECOMMENDATION:

title

Adopt a resolution authorizing the establishment of a “No Oversized Vehicle Parking” zone on both sides of Capistrano Road in the unincorporated Half Moon Bay area commencing at a point 120 feet southerly of the centerline of Highway 1 and extending southerly a distance of 1,630 feet, more or less.

body

BACKGROUND:

Section 22507, et seq., of the California Vehicle Code and Section 7.28.070, of the San Mateo County Ordinance Code provide that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance, including, but not limited to, vehicles that are six feet or more in height, or any trailer, on certain streets or highways, or portions thereof, during all or certain hours of the day.

This Board has, pursuant to these authorities, adopted similar resolutions setting parking restrictions.

DISCUSSION:

The Department of Public Works (Department) has been reviewing parking restrictions along Capistrano Road in the unincorporated Half Moon Bay area due to an increase in on-street oversized vehicle parking on this road.

Parking is generally allowed on Capistrano Road. Therefore, vehicles frequently park or stop on the side of the street in the unpaved shoulder of the road and occasionally encroach into the paved roadway area. To maintain adequate clearance of the travel lane and visibility, the Department recommends establishing a “No Oversized Vehicle Parking” zone along both sides of Capistrano Road in the unincorporated Half Moon Bay area commencing at a point 120 feet southerly of the centerline of Highway 1 and extending southerly a distance of 1,630 feet, more or less.

The location of parking zones and other traffic restrictions on County-maintained streets are shown on maps in the Department’s office and website. The Department’s master list of parking restrictions will be updated to reflect the recommended changes, should this Board approve the proposed resolution.

A Coastal Development Permit will be required for the installation of signs and any painted parking zone markings in connection with this no-parking zone and the Board’s approval of this resolution will also constitute direction to staff to pursue such a permit.

The County Attorney has reviewed and approved the resolutions as to form.

COMMUNITY IMPACT:

This proposed parking restriction will directly enhance access and visibility, including access to Highway 1 for the general public. While this proposed parking restriction would result in the restriction of parking by oversized vehicles, parking is available for the general public. Property owners that may be impacted by the oversized vehicle restrictions have been notified.

FISCAL IMPACT:

The staff costs for evaluating and processing requests for traffic regulations is paid for by the Road Fund as part of the administrative cost associated with evaluating traffic-related requests on the County maintained road system. The cost of purchasing and installing signs and painting parking zone markings varies and averages approximately $600 per parking zone designation, which is paid for by the Road Fund.

There is no impact to the General Fund.
