Measure K: Adopt a resolution authorizing an amendment to the district-discretionary Measure K grant agreement with United through Education/Familias Unidas, changing the scope of services to support the Family Empowerment & Resource Navigation Program and reducing the original grant amount to a new not-to-exceed amount of $45,000, and authorizing the County Executive, or designee, to execute the amendment.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
United through Education/Familias Unidas' mission is to empower families through education while promoting healthier, stronger, and more connected communities. The organization believes that parents are their children's first and most important teachers and provides bilingual family engagement programming that strengthens literacy, STEM learning, healthy lifestyles, and social-emotional well-being. Through culturally responsive workshops, individualized family support, and community resource navigation, the organization equips parents with the knowledge, confidence, and resources needed to support their children's educational success.
The Board on August 13, 2024 approved a Measure K grant in the amount of $75,000 to United through Education/Familias Unidas to support the Radical Monarch Troop program serving girls in North Fair Oaks. These funds have not been expended.
The grantee has requested an amendment to the agreement to change the scope of services to expanding grantee’s Family Empowerment & Resource Navigation Program, providing approximately 50 families in District 4 with bilingual parent education, literacy resources, STEM learning opportunities, individualized family support, and connections to essential community services. The program will strengthen family engagement, improve educational outcomes, and increase equitable access to resources that help children and families thrive. The original grant amount of $75,000 will be reduced to a new not-to-exceed amount of $45,000.00, and the grant term will be adjusted.
District 4 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:
Measure K funds will support implementation of the Family Empowerment & Resource Navigation Program through bilingual instructional staff, parent education workshops, literacy development, STEM learning activities, individualized family support, community resource navigation, educational materials, educational field trips, and program evaluation.
The County Executive’s Office will administer and manage the amended agreement.

The project or services funded by this district-discretionary grant will be implemented or provided from August 25, 2026, through August 31, 2027.

The release of funds will be contingent upon execution of an amendment to the grant agreement detailing the approved scope of work and providing for the County's confirmation of the expenditure of funds for the purposes stated herein. COMMUNITY IMPACT:
This investment advances educational equity by providing culturally responsive, bilingual programming for families who face language, economic, and systemic barriers to accessing educational and community resources. The program empowers parents to actively support their children's education while strengthening family stability and community connections.
FISCAL IMPACT:
There is no fiscal impact to the County from this amendment to the agreement. Sufficient Measure K funds are budgeted in the Non-Departmental Services FY 2026-27 Approved Recommended Budget.
