A)                     Waiving the Request for Proposals (RFP) process and authorizing an Agreement with ChargePoint for automotive charging station services at various County facilities, for the term of April 9, 2026 through April 8, 2031, in an amount not to exceed $646,670; and

 

B)                     Authorizing the Director of Public Works, or designee, to execute amendments, which modify the County’s maximum fiscal obligation by an additional $53,330 for as-needed services, so long as the modified term and/or services are within the current or revised fiscal provision.

BACKGROUND:

The Department of Public Works (Department) is responsible for managing the automotive charging stations throughout County maintained properties. The County has 249 charging stations, primarily installed as components of new building or parking structure/lot construction projects and/or through incentive programs with Peninsula Clean Energy or Pacific Gas and Electric that require ChargePoint, a proprietary automotive charging system. ChargePoint manages necessary cloud services and maintenance for the charging stations including the load of the electrical panel, monitoring 24/7 real-time status of the charging stations, troubleshooting/checks for faults remotely, and delivers over-the-air software updates to ensure chargers have the latest features and security improvements.

 

DISCUSSION:

The Department recommends waiving the Request for Proposals process to allow ChargePoint to continue providing proprietary cloud-based services and maintenance to support the County’s automotive charging stations, which charge County owned vehicles and provide access for employees to charge their personal vehicles, as well as, for the public visiting County facilities.

 

The County will be increasing the number of charging stations at County facilities to provide adequate charging infrastructure for the County’s increasing use of electric vehicles. These projects will specify the use of non-proprietary automotive charging systems.

 

The County Attorney has reviewed and approved the resolution and agreement as to form.

 

COMMUNITY IMPACT:

Vehicle charging stations support and provide significant, multi-faceted benefits including improving air quality, advancing the County’s sustainability goals, and lowering gas emissions. Strategic placement of vehicle charging stations at municipal locations ensures efficient charging of County electric vehicles, employees can charge their electric vehicle during their workday, and the public may utilize charging stations while visiting the County.

 

FISCAL IMPACT:

The total maximum fiscal obligation is $700,000 for the term of April 9, 2026 through April 8, 2031. Funding for this Agreement is included in the Facilities, Maintenance & Operations Budget for FYs 2025-26 and 2026-27 and will be included in future fiscal year budgets. There is no impact to the General Fund.
