Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Lerida Court and Gabarda Way Retaining Walls Improvement Project in the Ladera Area; and
B) Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday, March 19, 2026, at 2:30 p.m., in the office of the County Executive Officer/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
The Department of Public Works completed the Lerida Court Slide Repair Project in 1974, which included construction of two retaining walls on 15 Lerida Court in the Ladera area. These retaining walls were constructed to stabilize the slope and protect Lerida Court and Gabarda Way following a significant landslide event.
DISCUSSION:
The retaining walls were constructed over 50 years ago, are nearing the end of their useful life, and showing signs of significant deterioration. Given the age and condition of the retaining walls, improvements are necessary to ensure the continued stability of both the wall and the adjacent roadway.
The Lerida Court and Gabarda Way Retaining Walls Improvement Project (Project) includes constructing new piles in front of the two existing retaining walls, installation of additional ground anchors, and application of shotcrete to provide additional support and stabilization. Each wall is approximately 175 feet long, for a total combined length of 350 feet. The Project also includes repair or replacement of existing storm drains, drainage inlets and gutters that were installed as part of the previous repair project.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
The Project ensures roadway and infrastructure stability, public safety, and accessibility by reinforcing the existing structures. The Project advances reliable infrastructure and minimizes potential impacts to vulnerable residents that could be adversely affected without the Project, including those with limited mobility.
FISCAL IMPACT:
The estimated construction cost of the Project is $3,060,000. The Project is proposed to be financed through the Senate Bill 1 Road Maintenance and Rehabilitation Account.
There is no impact on the General Fund.
