Measure K: Adopt a resolution authorizing a one-time grant of district-discretionary Measure K funds, not to exceed $75,000, to AbilityPath for the purchase of a van and other equipment to serve individuals with developmental disabilities, and authorizing the County Executive, or designee, to execute the grant agreement.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 1 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 1 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 1 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to AbilityPath, and resulting grant agreement, in an amount not to exceed $75,000, for the purchase of a 10-passenger van for a social recreation program to bring more youth with disabilities into the community and the purchase of equipment to convert an existing space into a therapy classroom. The County Executive’s Office will administer and manage the proposed agreement.
District 1 indicates that this organization has not previously received Measure K district-discretionary funding.
AbilityPath celebrates neurodiversity and empowers individuals with developmental disabilities through innovative, inclusive programs and community partnerships. With educational, therapeutic, vocational and family support services, AbilityPath is distinctive in providing support to individuals throughout their lifetime. Services include developmental screenings, early intervention services, children’s therapy services, inclusive preschools, adult education and independent living skills development, employment services, and family support.
Facilitated by Certified Therapeutic Recreation Specialists (CTRS) and recreation therapy interns, AbilityPath’s social recreation program helps youth maintain and improve physical, cognitive, social, and emotional functioning in order to fully participate in life.
This district-discretionary grant will be used to fund the following project or services:
AbilityPath will purchase a 10-passenger van that will allow its social recreation program to bring more youth with disabilities into the community and focus on inclusion, accessibility and integration.
Also, AbilityPath will purchase equipment to convert an existing space into an additional therapy classroom at McCarthy Center for Children & Families in Burlingame. This will allow AbilityPath to start 3-4 new early intervention classes for children ages 0-3 with developmental disabilities or delays, and will enable the organization to use the space for all 150+ children ages 0-18 who have individual therapy sessions at the McCarthy Center. The classes include circle time with music and movement, motor activities designed to promote coordination and self-regulation, sensory play and exploration, facilitated play time with peers, and parent training/support.
This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County:
Traditional afterschool and recreational programming is often not set up to meet the needs of children with disabilities. The AbilityPath social recreation program creates opportunities for youth to connect with peers and practice their social skills while trying new programming and activities that previously may not have been accessible to them.
Early Intervention services provide invaluable benefits by providing timely and targeted support during a child’s most crucial developmental years, from ages 0-3. It maximizes the child’s potential, fosters family involvement, reduces the need for future interventions, and ultimately enhances the child’s quality of life. Furthermore, data clearly demonstrates that when infants and toddlers receive appropriate services early in life, there is a reduced cost to the educational and health system later in life.
District 1 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:
A) Van for Children & Youth: $66,250

B) Therapy Room Equipment: $8,750
• Storage Cabinets - $1,500
• Floor mats - $2,000
• Indoor slide - $1,500
• Therapy swings - $1,000
• Trampoline - $750
• Therapy toys - $500
• Laminators and printers - $1,500
TOTAL REQUEST: $75,000
The project or services funded by this district-discretionary grant is estimated to be completed March 15, 2025.
Total Measure K Request: Not to Exceed $75,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
