BACKGROUND:

The responsibility of the Bicycle and Pedestrian Advisory Committee (BPAC) is to advise and make recommendations to the Board of Supervisors, to develop and implement an annual work plan, and to provide a public forum for input from the members of the public including identifying unmet needs. The Committee acts as an advocate for people walking and bicycling and fulfills other duties and engages in other activities as directed by the Board of Supervisors.

Committee membership consists of five voting members who shall be residents of the County of San Mateo and who regularly walk and/or ride a bicycle for transportation purposes.

On January 28, 2025, this Board approved Resolution No. 080878 to amend and restate Resolution Nos. 073998 and 074494, converting the two Alternates to At-Large members and maintaining their existing terms, and for an increase to the number of voting members from five to seven members comprised of: one member representing the interests of the Safe Routes to School Community; one member representing the interests of Older Adults; one representing the interests of Bicycling Transportation, and the four remaining seats as At-Large.

DISCUSSION:

Upon approval, the above-recommended member’s reappointments will reflect terms effective November 3, 2026 through June 30, 2030.

Cherie Chan is a longtime bike and transit commuter and thought her cycling days were over after moving to Pacifica, but biking to school with her children reignited her passion. She has since partnered with the County Office of Education’s Safe Routes to School Program and serves on her local Parks, Beaches, and Recreation Commission to advocate for and secure grants that empower those without car access, especially seniors, children, immigrants, and people with disabilities. Drawing on her professional experience in California energy policy, she is dedicated to building a just transition toward safer, more accessible active transportation infrastructure.

Maxwell Kwan holds a political science degree from UC Berkeley and is a Bay Area native who has called San Mateo County home for over 20 years. He has served on Foster City’s Citizens Sustainability Advisory Committee and ABC7 News Bay Area’s NextGen Council, and has worked closely with local nonprofits including CuriOdyssey and Community Overcoming Relationship Abuse (CORA). As a triathlete who regularly runs and bikes throughout the county, he has had his share of close calls with drivers and is determined to make our streets safer for everyone who walks and rides.
