Subject: Request for Authorization of Contract for Emergency Water Remediation Services at the San Mateo Medical Center

Adopt a resolution authorizing the President of the Board of Supervisors to execute a contract with BluSky Restoration Contractors, LLC for water intrusion remediation services at San Mateo Medical Center in an amount not to exceed $395,000.

BACKGROUND:
On March 7th, 2025, a significant water intrusion event occurred in the San Mateo Medical Center. The incident resulted from a failure in a hot water line in the on-going construction zone. County facilities staff, hospital personnel, and the Project Development Unit responded immediately to isolate the source of the water and initiated preliminary mitigation efforts. However, the water affected multiple areas, impacting significant portions of the 1st and 2nd floors of the North Addition Building within the San Mateo Medical Center. Prompt and professional water remediation was essential to address the immediate damage to minimize the impact on the hospital operations and prevent secondary issues such as mold growth, structural compromise, and negative impacts on indoor air quality.
DISCUSSION:
To address this situation promptly, BluSky Restoration Contractors, LLC was called to provide the remediation services as the County facilities had the previous emergency service contract with them.
BluSky Restoration Contractors, LLC mobilized on the site promptly and provided emergency and mitigation services including but not limited to: 1) water extraction, containment, and initial structural drying; 2) detailed assessment of affected materials and moisture levels; 3) removal of non-salvageable and hazardous material, professional drying, dehumidification using specialized equipment, and application of anti-microbial treatments to prevent mold growth; and 4) testing to ensure all affected materials are thoroughly dried and mold is not present.
In consideration of the above performed emergency work, the Project Development Unit recommends this board to authorize this agreement with BluSky Restoration Contractors, LLC in an amount not to exceed $395,000.
The resolution contains standard provisions allowing the modification of terms and conditions of the agreement and an increase to the maximum fiscal obligation for services by no more than 10 percent in aggregate.
The County Attorney has reviewed and approved the agreement and the accompanying resolution as to form.
COMMUNITY IMPACT:
The San Mateo Medical Center provides primary, preventative, specialty, dental, and emergency medical care to County clients. This agreement facilities the continued provision of those services.
FISCAL IMPACT:
Funding for this agreement is within the Board approved budget for the San Mateo Medical Center Project and is appropriated under the County’s 2018 JPFA Lease Revenue Bonds. There is no impact to the General Fund.
