BACKGROUND:

Dr. Trindade has been providing orthopedic services to patients at San Mateo Medical Center (SMMC) since August, 2011 and has expressed interest in continuing to provide those services. During this time, Dr. Trindade has also provided medico-administrative services and leadership as SMMC’s Medical Director for Orthopedics. Negotiations for renewal of his contract are continuing, which requires a further extension of his current agreement.

In January 2023, the County and Dr. Trindade entered into an agreement for orthopedic surgery services for the term of January 1, 2023 through December 31, 2023 in an amount not to exceed $468,800.

 

DISCUSSION:

Under this amendment Dr. Trindade has agreed to continue providing orthopedic surgery services for two additional months through February 29, 2024, to allow extra time to negotiate a new agreement.

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

 

The amendment and resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

It is anticipated that Dr. Trindade will arrive on time (within 15 minutes of the start time) for each surgery and clinic scheduled 90% of the time, and that 70% of patients who complete the Patient Satisfaction Survey will recommend Dr. Trindade as a provider.

FISCAL IMPACT:

The term of amended agreement is January 1, 2023, through February 29, 2024. The amendment increases the contract amount by $80,000 to an amount not to exceed $548,800 for the 14-month term. Funds in the amount of $80,000 are included in the SMMC FY 2023-24 Adopted Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
