Adopt a resolution:
A) Rescinding in part the “4-Hour Time Limited Parking” zone on the westerly side of El Camino Real between A Street and B Street within the unincorporated Colma area that was previously approved by this Board by Resolution No. 080213 on February 27, 2024; and
B) Establishing a “30-minute Time Limited Parking” zone along El Camino Real within the unincorporated Colma area from 8:00 AM to 10:00 PM, every day.

BACKGROUND:
This Board has adopted similar resolutions regarding parking restrictions.
Section 22507, et seq., of the California Vehicle Code and Section 7.24.010 et seq. of the San Mateo County Ordinance Code allows the Board of Supervisors to prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance with associated signs and markings on state highways in their respective jurisdictions. Caltrans does not require a resolution to be submitted for approval for parking restrictions on state highways within the unincorporated areas of San Mateo County.
This Board approved Resolution No. 080213 on February 27, 2024, which changed the time limited parking restrictions along specific segments of El Camino Real in the unincorporated Colma area from 2-hour parking to 4-hour parking. These changes were requested by the Broadmoor Police Department.
DISCUSSION:
The Department of Public Works (Department) was contacted by the owner of Halal Good Subs Market (Business) to request a revision to the parking restriction along El Camino Real (State Route 82) in front of their business located at 7622 El Camino Real within the unincorporated Colma area. The proposed parking restriction is to change the existing parking restriction from a “4-Hour Time Limited Parking” zone to a “30-Minute Time Limited Parking” zone. The applicant indicated that customers face parking challenges due to the existing 4-hour parking limit and the lack of available parking near their Business.
The Department conducted a field inspection at the Business and determined that the current parking restriction does not meet the needs of the type of business at 7622 El Camino Real. The “4-hour Time Limited Parking” zone provides excessive time for parked vehicles and does not adequately serve the customers of the Business. Therefore, the Department recommends rescinding in part Resolution No. 080213 which established 4-hour time limited parking in order to establish a 30-minute time limited parking zone in front of the Business as shown on Exhibit “A”. The 30-minute time limited parking restriction would apply to three parking spaces and be in effect from 8:00 AM to 10:00 PM, every day of the week.
Prior to the Department’s recommendation to modify the time limited parking at 7622 El Camino Real from 2-hour parking to 4-hour parking as established by Resolution No. 080213, property owners adjacent to and within 300 feet of the proposed changes were notified. However, the Business was not in operation at that time and therefore could not provide comments on the proposed parking limits or their request for shorter term parking in front of their Business.
The Department has notified the property owners within 300 feet of the currently proposed 30-minute time limited parking restriction of the time and date of the Board meeting to consider this item. The Department received three (3) responses to the notifications, all of which support of the parking restrictions. The Broadmoor Police Department is also in support of the proposed parking restrictions.
The location of parking zones and other traffic restrictions on County-maintained streets and State Highways within unincorporated County areas are shown on maps in the Department’s office and website. The Department’s master list of parking restrictions will be updated to reflect the recommended changes, should this Board approve the proposed resolution.
Should the proposed parking restrictions be approved by this Board, the Department will install the appropriate signs and curb markings.
County Attorney has reviewed and approved the Resolution as to form.
EQUITY IMPACT:
This proposed parking restriction will improve the vehicle circulation for customers visiting the Business. This proposed parking restriction would result in adjusting the time restriction of approximately three (3) on-street parking spaces along El Camino Real. The adjusted time restriction would impact those vehicles that utilize the 4-Hour time limited parking zones. However, property owners that may be impacted by the adjusted parking have been notified and no surveys against the parking restriction were received.
FISCAL IMPACT:
The staff costs for evaluating and processing requests for traffic regulations is paid for by the Road Fund as part of the administrative cost associated with evaluating traffic-related requests on the County maintained road system. The cost of purchasing and installing signs and painting parking zone markings varies and averages approximately $600 per parking zone designation, which is paid for by the Road Fund.
There is no impact to the General Fund.
