Adopt a resolution authorizing the execution of agreements with the following four (4) vendors to provide pre-employment psychological examination and evaluation services in accordance to California Commission on Peace Officer Standards (POST), fitness-for-duty evaluations, and Carry Concealed Weapon (CCW) psychological evaluations, in accordance with applicable laws and within the Sheriff’s Office authority, and Request for Proposal (RFP) completed in March 2026, for the term of July 1, 2026 through June 30, 2029, each in an amount not to exceed the individually negotiated contract maximum, and a total aggregate amount not to exceed $300,000:

 

A)                     BehaviorAnalytix Psychological Services, in an amount not to exceed $75,000; and

 

B)                     Jerel Armstrong Psychologist Corporation, in an amount not to exceed $75,000; and

 

C)                     Core Psychological Corporation, in an amount not to exceed $75,000; and

 

D)                     The Counseling Team International, in an amount not to exceed $75,000.

BACKGROUND:

The San Mateo County Sheriff’s Office requires psychological evaluation for services including pre-employment psychological examinations for sworn and designated non-sworn positions, fitness-for-duty evaluations for employees, and psychological evaluations for Carry Concealed Weapon (CCW) applicants.

 

Psychological evaluations are conducted in accordance with California Government Code Section 1031(f), applicable California Commission on Peace Officer Standards and Training (POST) regulations and state laws and regulations.

 

DISCUSSION:

A total of seven (7) proposals were received. Following evaluation, the four (4) top scored vendors were determined to meet qualifications and demonstrate the experience, capacity, and professional standards necessary to provide these specialized services.

 

The San Mateo County Sheriff’s Office recommends awarding agreements to the four selected vendors to ensure sufficient capacity, scheduling flexibility, geographic coverage, and continuity of services. Utilizing multiple qualified providers allows the Sheriff’s Office to manage fluctuating hiring volumes, meet POST timelines, and mitigate service disruptions should a vendor be unavailable.

 

CCW psychological evaluations will be paid directly by applicants and will not result in any cost to the County.

 

The County Attorney has reviewed and approved the resolution as to form.

 

COMMUNITY IMPACT:

Awarding multiple vendors provides fiscal flexibility while ensuring service continuity, operational efficiency, help fill critical positions faster, reduce hiring delays.

Timely psychological examinations and evaluations ensure qualified employees can begin serving the community sooner while maintaining high public safety standards.

 

FISCAL IMPACT:

This agreement is for a three-year term in an amount not to exceed $300,000. Funding for this agreement has been included in the Sheriff’s Office FY 2026-27 Recommended Budget.
