BACKGROUND:
The University of California (UC), Division of Agriculture and Natural Resources connects the County’s agricultural industry and all residents to UC research through the University of California Cooperative Extension program (UCCE). UCCE's advisors, specialists, and faculty bring practical, science-based answers to Californians and deliver knowledge resources to the San Mateo County agricultural industry and to residents through local offices in San Bruno and at UC Elkus Ranch in San Gregorio. Their locally-based programs include a San Mateo County based advisor, the UC Master Gardeners, UC 4-H Youth Development Program, UC Master Food Preservers, and California Naturalists which connect residents of all ages to agricultural and natural resource sciences and empower them to become active and engaged citizens. Your Board approved the initial agreement between the Agricultural Commissioner/Sealer and UCCE on July 7, 2015 for FY2015-16 and 2016-17 (Resolution 073899).
DISCUSSION:
The funding from this agreement will allow UCCE to maintain the expansion of their services to County residents. The UCCE delivers information to San Mateo County citizens through educational and applied research programs. The UCCE shall work in conjunction with government agencies and private parties on projects to provide an integrated, research-based approach to agriculture and natural resource understanding and management, with particular emphasis on integrated pest management, urban forestry and agriculture, livestock and rangeland management, youth development, nutrition, environmental science, food preservation, home gardening, and citizen science participation. It will support and provide research and educational programs that meet local agriculture and natural resource needs, focused on enhancing agricultural productivity in San Mateo County; protecting water, land, and air resources; and helping to shape healthy sustainable food systems in the County for all residents.
A waiver of the Request for Proposal (RFP) process is requested for this agreement because the UCCE program is a sole source provider. UCCE provides valuable services in San Mateo County, and there is no other entity that serves this function. UCCE has demonstrated a strong commitment to providing high quality services and has successfully met the established performance goals in past contracts.
The Department requests your Board to authorize the Agricultural Commissioner/Sealer to execute additional amendments to this Agreement which modify by no more than $25,000 (in aggregate) and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions. County Counsel has reviewed and approved the Resolution and Agreement as to form.

FISCAL IMPACT:
The term of the Agreement is July 1, 2021 through June 30, 2023. The total Agreement amount is not to exceed $216,320 for the two-year term. The agreement allocates $108,160 for FY 2021-22 and $108,160 for FY 2022-23. The funds for FY 2021-22 and FY 2022-23 are included in the Department’s FY 2021-23 Recommended Budget by way of an annual Net County Cost appropriation.
