Adopt a resolution authorizing the acceptance of an award from the California Department of Public Health to develop and implement public health activities related to hepatitis C control and prevention, for the term of December 1, 2019 through June 30, 2024, in an amount not to exceed $931,700.

BACKGROUND:
California Department of Public Health (CDPH) Hepatitis C Virus (HCV) surveillance data indicates that over the past five years, there were continued increases in the rate of newly reported hepatitis C infections among young people 15-29 years of age, which is likely due to ongoing transmission related to injection drug use. The purpose of the grant is to implement public health activities related to monitoring, preventing, testing plus linkage to and retention in care activities for the most vulnerable and underserved individuals living with, or at high risk for, HCV infection.
DISCUSSION:
Funding from this award will be used to offset the cost of 0.2 FTE Registered Nurse with the Correctional Health division, who will provide routine universal opt-out urine rapid HCV screening prior to release for all incarcerated individuals in San Mateo County. Funding from this award will also be used to offset the cost of 0.2 FTE Communicable Disease Investigator with the Public Health, Policy and Planning (PHPP) division, who will provide linkage to care for inmates who receive reactive results on their rapid HCV screening.
This agreement is coming to the Board late due to delayed receipt of the CDPH agreement, which was not sent to the County until late March 2020.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
It is anticipated that approximately 7,000 rapid HCV tests will be completed and followed-up with using the funds in this agreement.

FISCAL IMPACT:
The term of this agreement is December 1, 2019 through June 30, 2024. The amount not to exceed is $931,700 for a five-year term, of which $232,925 is included in the PHPP FY 2020-21 Recommended Budget. $232,925 will be included in the PHPP FY 2021-22, FY 2022-23, and FY 2023-24 Recommended Budgets. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
