A)                     Adopting plans and specifications, including conformance with federal requirements, for the Scenic Drive Repair and Reconstruction Project; and

 

B)                     Authorizing the President of the Board to execute an agreement with Granite Construction Company, in the amount of $1,498,093 for the Scenic Drive Repair and Reconstruction Project; and

 

C)                     Authorizing the Director of Public Works to execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $149,809, or approximately 10 percent of the agreement amount.

BACKGROUND:

On March 23, 2021, this Board adopted Resolution No. 078089, which authorized the Director of Public Works to proceed with finalizing the plans and specifications for the Scenic Drive Repair and Reconstruction Project (Project), and authorized the Director of Public Works to proceed with advertising for bids on the Project and reporting back to this Board with recommendations on awarding a contract.

 

DISCUSSION:

The Department has obtained the necessary environmental clearance from the Federal Emergency Management Agency (FEMA), finalized the plans and specifications, and advertised the Project for bids.

 

On Tuesday, May 25, 2021 at 2:30 p.m., bids were accepted for the Project and subsequently referred to the Department for checking and recommendation. The bid of:

 

 

 

Granite Construction Company

715 Comstock Street,

Santa Clara, CA 95054

 

at $1,498,093 was the lowest responsible bid received for the work. The Engineer’s estimate was $2,651,555. A summary of the bids received is attached as Exhibit “A”.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The total estimated cost for construction is $1,647,902, which includes authorization for up to $149,809 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents. The County will be seeking FEMA-Public Assistance Grant reimbursements from FEMA during construction to reimburse up to 75 percent of the construction Project costs.

 

The project is proposed to be financed as follows:

 

FEMA-Public Assistance Grant                     $1,235,926.50

Senate Bill (SB1) funds                     $   411,975.50

Total Cost                     $1,647,902.00

 

There is no impact to the General Fund.
