BACKGROUND:

On February 13, 2018, your Board approved an agreement with Ravenswood Family Health Center (RFHC) to provide primary care services to the San Mateo Medical Centers (SMMC) Health Care for the Homeless/Farmworkers (HCH/FH) population as part of a grant received from the Bureau of Primary Health Care, Health Resources, and Services Administration (HRSA).

 

DISCUSSION:

HCH/FH proposes that your Board approve an amendment to the agreement to extend the term of the current agreement for six months, through June 30, 2021, with an associated increase to funding, to ensure continuity of services due to the COVID-19 pandemic. This will allow SMMC time to issue a Request for Proposals (RFP) for these primary care services in the first quarter of 2021. Owing to the COVID-19 pandemic, the County was not able to issue an RFP in the timeframe originally contemplated.

The amendment to the agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing further amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

The County’s Contract Compliance Committee has approved a waiver request for a forty-two months term for this agreement.


It is anticipated that at least 450 unduplicated homeless individuals will receive primary care services from RFHC in FY 2020-21.

FISCAL IMPACT:

The term of the amended agreement is January 1, 2018 through June 30, 2021. The amount of the agreement is not to exceed $354,357. The amendment increases the amount of the contract by $33,057. Funds in the amount of $33,057 are included in the SMMC FY 2020-21 Adopted Budget.

 

Expenses for these agreements are completely funded by the ongoing Section 330 Public Health Act Community Health Center grant award from HRSA.
