Adopt a resolution authorizing the County Executive, or designee, to execute an amendment to the agreement with Cannon Design for Architectural and Engineering Services for the Cordilleras Replacement Project, increasing the amount payable under the agreement by $335,105 for a total amount not to exceed $12,422,659.

BACKGROUND
The first phase of construction of the new Cordilleras Health Campus, a landmark investment in community wellness, is now largely complete, with clients and programs occupying the new facilities. The project scope included four 16-bed Mental Health Rehabilitation Centers (MHRCs), a 57-resident Co-Housing Unit, a central Campus Center, and extensive site improvements, including a 318,000-gallon supplemental water tank for fire resiliency.
The project design and execution has been guided by this Board's core values, focusing on wellness, respect, community, and healing through nature. Consistent with the County’s commitment to sustainability, the campus is designed to operate at Zero Net Energy and will achieve Leadership in Energy and Environmental Design (LEED) certification.
Successful completion of this project required navigating a highly complex regulatory environment with the requirement to coordinate with many agencies, including the Regional Water Quality Control Board, United States Department of Fish and Wildlife, California Department of Fish and Wildlife, United States Army Corps of Engineers, Bay Area Air Quality Management District, San Mateo County Department of Planning and Building, CalFire, the local sanitation district, the San Francisco Public Utilities Commission, and the California Department of Health Care Services (DHCS). Compliance with the requirements of these agencies impacted the schedule and required Cannon Design to make substantial design modifications.
DISCUSSION
This amendment provides the necessary compensation for the project's architectural and engineering partner, Cannon Design, for the extension of services rendered beyond the original scope. These additional services were required to address two primary categories of project evolution: (1) externally driven schedule extensions; and (2) design modifications mandated by regulatory bodies or identified as critical programmatic enhancements during construction.
The County Attorney’s Office has reviewed and approved the resolution and amendment to form.
COMMUNITY IMPACT
Mental health rehabilitation programs significantly benefit communities by reducing the stigma that can be associated with mental health issues, improving overall public health, boosting economic productivity, and fostering more inclusive environments, as they empower individuals who experience mental illness to recover, gain independence, find purpose, and contribute socially, while also providing practical support and building stronger community networks.
FISCAL IMPACT
Appropriations for this increase are included in the approved Cordilleras Health System Project budget.
