BACKGROUND:

In June 2023, this Board approved extensions to 18 Behavioral Health and Recovery Services (BHRS) agreements, with a revised end date of March 31, 2024, for all agreements. These extensions were to allow BHRS to conduct 15 Request for Proposals (RFP) as per Administrative Memo B-1 for the services provided by the 18 extended agreements. 

 

At this point, two of the 15 RFPs have been successfully completed. The remaining 13 RFPs are still in various stages of award, evaluation, and contract negotiation. BHRS anticipates that these 13 RFPs will not be completed by March 31, 2024, the end date of the current agreements, despite BHRS’ best efforts. Contributing factors include delayed receipt of critical information and materials from the California Department of Public Health regarding significant policy changes and new statewide programs (e.g., CalAIM), which are necessary to developing the RFPs; more-than-anticipated supplemental questions from prospective proposers; and staffing shortages in the BHRS contract unit. 

 

The BHRS contracts unit usually processes seven RFPs per year. In FY 2023-24, the 15 RFPs to be completed represented a more than 200% increase above the historical workload. Additionally, the 15 RFPs included six RFPs for brand new services, which typically require a higher level of BHRS staff effort to develop RFP materials and negotiate with potential vendors.

 

With this Board’s approval, all RFPs are expected to be completed, and agreements requiring Board approval are expected to be submitted to the Board no later than June 30, 2024.

 

DISCUSSION:

BHRS is requesting that this Board approve a three-month extension, through June 30, 2024, for the 13 contracts for services that are currently still in the RFP process. BHRS requests that this Board authorize the Chief of San Mateo County Health or designee to execute amendments for these 13 contracts, extending the term through June 30, 2024.  These extensions will allow critical services provided to BHRS clients to continue uninterrupted while the final RFP selection and award process for each service is completed. Refer to Exhibit A for a listing of the agreements proposed to be extended, as well as the additional amount proposed to be expended in connection with the three-month extension. 

 

The resolution has been reviewed and approved by County Attorney as to form. 

 

FISCAL IMPACT:

The term of the extension is April 1, 2024, through June 30, 2024. The total amount for all contractors is not to exceed $10,367,468 and appropriations are sufficient to support the expenditure.  Of the FY 2023-24 amount, it is anticipated that Federal Financial Participation will fund 30% ($3,110,241); 1991 and 2011 Realignment will fund 12% ($1,244,096), MHSA will fund 46% (4,769,035) and the remaining 12% ($1,244,096) will be funded by various other funding sources.
