BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to Sonrisas Dental Health, and resulting grant agreement, in an amount not to exceed $45,335, to provide dental care for underserved youth. The County Executive's Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On May 24, 2024 the Board of Supervisors approved $190,000 in district-discretionary Measure K funds to Sonrisas Dental Health for oral health programming for children, families, and seniors facing barriers to oral health access and the purchase of a van to transport portable dental equipment.
Sonrisas Dental Health provides dental care and oral health education throughout San Mateo County, with clinics in Half Moon Bay and San Mateo. The organization works to ensure access to essential dental services for low-income residents and underserved communities, offering comprehensive care from restorative to preventive services.
Sonrisas’ community programs provide oral health screenings, education, and care coordination for children, families, older adults, and special needs populations.
Annually, the organization serves approximately 8,000 residents, covering portions of District 2 as well as the broader county.
This district discretionary grant will be used to fund the following project or services:
Sonrisas Dental Health will provide school-based dental screenings, oral health education, and care coordination for underserved children throughout San Mateo County.
With this grant, Sonrisas will provide dental professionals to conduct on-site screenings at schools, deliver age-appropriate oral health presentations, and distribute oral health supply kits to students to support healthy habits at home. The program also includes care coordination, connecting families of children with urgent dental needs to treatment, providing one-on-one oral health coaching for families of children with untreated decay, and assisting families in navigating public dental insurance and scheduling follow-up care.
By delivering screenings, interactive oral health education, take-home toolkits, and care coordination, the program ensures early intervention and helps families establish healthy oral hygiene routines. These services help meet the state-mandated Kindergarten Oral Health Assessment requirement, improve access to preventive dental care for high-need children from low-income and English-language learner households, and help children establish lifelong healthy oral hygiene habits.
This district-discretionary grant will enable the organization to meet the following need or service gap within the County: Dental care and oral health education for underserved children.
District 2 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented and provided between December 2025 and December 2026. The project is estimated to be completed December 09, 2026.
The following other community organizations are involved in or contributing funds to this project/these services, as follows: Dignity Sutter Health, Woodlawn Foundation, Delta Dental Community Cares Foundation, Millbrae Community Foundation, San Mateo County Oral Health Stipend, Stanford Children’s Medicine, Sequoia Health Care District, and Peninsula Health Care District.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.
COMMUNITY IMPACT:
This project serves children who are traditionally underserved, including those from low-income families and households with limited English proficiency. These services directly address inequities in oral health access and empower children and families to take charge of their long-term dental well-being. Many children face barriers to regular dental care, leading to untreated dental disease that can affect both health and school attendance.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
