Measure K: Adopt a resolution authorizing the Director of the Department of Housing or the Director’s Designee to execute an amendment to the agreement with Exygy, Inc. for professional services in support of the affordable housing web portal for San Mateo County (“Agreement”), which extends the term through June 30, 2024, and adds $269,500 for a new total amount not to exceed $ 465,500.

BACKGROUND:

Currently, there is no web portal consolidating all affordable housing listings that are available in San Mateo County. Instead, affordable housing applicants must visit one housing development at a time, often in-person, and complete numerous unique housing applications that each require separate backup documentation. Applicants must then keep track of the status of each application by calling leasing agents and/or city staff multiple times per year.

Since 2019, the Department of Housing has worked with Exygy, Inc. (“Exygy”) to build-out and maintain a web portal that will alleviate this burden on applicants and provide a centralized, online location for available affordable housing listings in the County.

 

DISCUSSION:

The Bay Area Housing Finance Agency (“BAHFA”) is anticipated to build out and maintain a regional housing portal. BAHFA is anticipated to launch its regional housing portal in early 2024. Until such time as BAHFA assumes the maintenance and the build out of new features of a regional housing portal, DOH wishes to maintain its own housing portal during the transition to BAHFA. As a result, DOH wishes to extend its contract with Exygy in order to continue maintaining the web portal through June 30, 2024. DOH may terminate its Agreement with Exygy prior to the end of the Agreement term, should BAHFA launch its regional housing portal before June 30, 2024. Once it is built out, BAHFA’s housing portal, known as Doorway, will maintain the same look and feel of San Mateo County’s housing portal, minimizing adjustments to our users’ experience when the transition from the County’s portal to the BAHFA’s portal ultimately takes place.

The County Attorney has reviewed and approved the Resolution as to form and will review the amendment prior to execution.

FISCAL IMPACT:

The amendment amount shall not exceed $269,500 in Measure K funds.
