A)                     Authorizing the County Executive Officer, or designee, to execute a Memorandum of Understanding with the City of Redwood City to implement the Bay Road Complete Streets Rehabilitation Project; and

 

B)                     Authorizing the County Executive Officer, or designee, to execute and submit applicable amendments, which may be necessary for the completion of the Bay Road Complete Streets Rehabilitation Project.

BACKGROUND:

Bay Road between Fifth Avenue and Fifteenth Avenue is essentially split along the roadway centerline with half in the County of San Mateo (County) jurisdiction and half in the City of Redwood City (City) jurisdiction. The County and City jointly applied to the Metropolitan Transportation Commission (MTC) for the One Bay Area Grant 3 (OBAG 3) Local Streets and Roads Preservation Program Funding and were awarded $3,807,000 to implement the Bay Road Complete Streets Rehabilitation Project (Project). The OBAG grant includes funding for design and construction of the Project and requires a 14% or $549,146 local match to be shared equally between the County and City.

 

On March 28, 2023, this Board adopted Resolution No. 079530 which authorized the Director of Public Works, or designee, to file an application for funding assigned to the MTC, committing any necessary matching funds, and stating assurance to complete the Project.

 

On May 23, 2023, this Board adopted Resolution No. 079660 for self-certifying compliance with state housing laws as required by the MTC for the OBAG 3 Local Streets and Roads Preservation Program Funding for the Project.

 

DISCUSSION:

The County and City will collaborate to design and construct the Project, which will improve conditions for all road users who use or cross Bay Road between Fifth Avenue and Fifteenth Avenue/Spring Street. The Project will include pedestrian and bicycle improvements, new traffic control at Fifteenth Avenue/Spring Street, pavement rehabilitation, and green infrastructure. A Memorandum of Understating (MOU) between the County and City is recommended and will establish the purpose, terms, responsibilities and conditions for the sharing of costs and responsibilities for the design and construction phases of the Project. The County and City will have oversight over all phases of the Project, but the MOU specifies that the City will have primarily responsibility for contracting with and directing the design and construction of the Project. To ensure the Project remains on schedule we request this Board’s approval and signature on the MOU. The City will sign the MOU at a future Council meeting. The MOU requires the County to approve constructed improvements within their jurisdictional boundaries.

 

The County Attorney has reviewed and approved the resolution and MOU as to form.

 

COMMUNITY IMPACT:

The Department is committed to fostering access to reliable infrastructure for all residents and visitors. This Project will implement pedestrian and bicycle improvements, which will improve mobility for various modes of transportation and the roadway conditions for the community. These improvements enhance the transportation system for a wide range of users, reinforcing the Department’s dedication to building resilient and useful public infrastructure.

 

FISCAL IMPACT:

The total estimated cost for the Project is $4,356,146. The Project is proposed to be financed as follows:

 

 

The County’s local match portion for the Project will be financed by SB1. The remainder of the Project cost will be funded by the City and OBAG 3 funds.

 

There is no impact to the General Fund.
