BACKGROUND:

On November 8, 2021, the County released a Request for Proposals (“RFP”) for on-call construction project management services. Proposals were received from eight construction management firms and, after reviewing the proposals, a selection committee recommended Capital Program Management, Inc. (“CPM”).

 

On January 4, 2022, the County and CPM entered into an agreement for on-call construction management services, which, after previous amendments, includes a maximum fiscal obligation $1,222,000 and a term that ends January 30, 2026 (“Agreement”).

 

On February 28, 2023, this Board authorized the County’s Department of Housing to execute and apply for a grant award of up to $5,000,000 under the State’s Joe Serna Jr. Farmworker Housing Grant Program (“Serna Program”) to purchase and install manufactured homes for low-income farmworkers and their families at a site located within the City of Half Moon Bay.

 

The County and the City of Half Moon Bay, with assistance from CPM, worked to identify, develop, and complete the Stone Pine Cove Farm Labor Housing Project, which consists of 47 manufactured housing units purchased under the Serna Program for low-income Coastside farmworkers and their families (“Stone Pine Cove Project” or “Project”).

 

DISCUSSION:

CPM has continued to play a critical role in the day-to-day project management, constructability review, coordination between the County and the multiple project stakeholders, and project close out phase for the Stone Pine Cove Project. The Project has, to date, provided housing for 37 Coastside farmworkers and their families.

The Project is expected to be fully completed by the end of spring 2026 and, until then,  CPM will continue to provide project management and help to resolve final punch list items. 

 

Therefore, staff recommends that this Board authorize a sixth amendment to the Agreement with CPM increasing the maximum fiscal obligation by $55,000, from $1,222,000 to $1,277,000, and extending the term of the Agreement through June 30, 2026 (“Sixth Amendment”).

 

COMMUNITY IMPACT:

Approval of the Sixth Amendment will allow the County to complete the Stone Pine Cove Project, which reflects the County’s commitment to developing safe, healthy, and affordable housing for all residents.

 

FISCAL IMPACT:

The Sixth Amendment will increase the amount of the Agreement with CPM by $55,000, which costs will be paid from funds allocated to the Stone Pine Cove in the FY 2025-26 Adopted Budget.
