A)                     Amending Section 2.00.020 of Title 2 of the San Mateo County Ordinance Code to rename the Information Services Department (ISD) to the Technology Services Department, and to retitle related job classifications; and

 

B)                     Adding Section 2.19.010 establishing the Director of Technology Services, (Chief Information Officer) And Duties; and

 

C)                     Adding Section 2.19.020 defining the responsibilities of the Technology Services Department; and

 

D)                     Waiving the reading of the ordinance in its entirety.

BACKGROUND:

The current name, Information Services Department, was approved on May 16,1989, and does not adequately represent the comprehensive and evolving nature of the services provided, which include enterprise technology solutions, cybersecurity, digital services, and more.

 

DISCUSSION:

The recommendation to rename the Information Services Department to the Technology Services Department emerges from an imperative need to align the department’s identity with the modern landscape of IT functions within governmental operations. Over the years, the scope of our department has expanded beyond traditional information services to encompass a broad spectrum of technology-driven initiatives. These initiatives not only support County offices but also drive enhancements in public accessibility, digital equity, and innovation across all sectors.

 

The current department name obscures the department's expanded role and capabilities, including digital transformation, collaboration platforms, and cybersecurity ventures, which are crucial for enhancing operational efficiencies and public service delivery.

 

This change conveys ISD’s commitment to aligning with industry standards and adopting a proactive stance on technological advancement. By adopting a name that encapsulates our full range of services, we aim to foster a more transparent and accessible relationship with County staff and the communities we serve.

 

ISD requests that this Board approves an amendment of Section 2.00.020 of Title 2 of the San Mateo County Ordinance Code to change the name of the department to Technology Services Department, and add Section 2.19.010 and Section 2.19.020 to define the responsibilities of the Technology Services Department.

 

The County Attorney’s Office has reviewed and approved the proposed ordinance amendment and Resolution as to both form and content.

The County of San Mateo aspires to increase digital equity, ensuring all residents can access critical digital tools for engagement, work, education, and health. This name change underscores our commitment to inclusivity by ensuring that our department's identity is clear and accessible to all community members, promoting equitable access to technology-driven services and resources.

 

FISCAL IMPACT:

Renaming the Information Services Department to the Technology Services Department will require costs for rebranding which include updated signage, letterheads, business cards, and system changes. These costs are estimated at $35,000 and have been appropriated in ISD’s FY 2025-26 Adopted Budged.
