Recommendation for appointments to the Assessment Appeals Board, effective October 1, 2024:

 

A)                     Jonathan Asmis, as an Alternate, for an initial partial term ending September 30, 2025; and

 

B)                     Kimberly Duggan, as an Alternate, for an initial full term ending September 30, 2027.

BACKGROUND:

In order to equalize the local tax assessment roll, the Assessment Appeals Board (“AAB”) is charged with hearing appeals to property tax assessments. In accordance with state law, a local AAB may lower or increase individual assessments as appropriate.  Members of an AAB must have a minimum of five years professional experience in the State of California as a certified public accountant or public accountant, a licensed real estate broker, an attorney, or a property appraiser accredited by a nationally recognized professional organization.

Pursuant to County Ordinance section 2.92.030 and state law, the Board of Supervisors directly appoints the members of the AAB to renewable three-year terms.

 

DISCUSSION:

Jonathan Asmis is being recommended to serve as an Alternate for an existing partial term ending September 30, 2025 vacated by Joan Chipser who has resigned. Kimberly Duggan is being recommended to serve an initial full 3-year term ending September 30, 2027. Terms for each appointee shall commence on October 1, 2024.

 

Jonathan Asmis is the owner of Landed Management Company, which runs down payment assistance programs for educators and healthcare professionals across the US.  Through these programs, Jonathan helped our essential professionals buy over $1B in homes that otherwise would have been out of reach. These programs all contain a shared appreciation component, which requires the company to value all of the homes in the program every three months. As a result, Jonathan has become intimately familiar with both automated appraisal technologies as well as in-person appraisal management, to review almost 6,000 property appraisals per year. He received his California Real Estate Broker's license in 2019. He is a graduate of Stanford's Graduate School of Business, and holds a bachelor’s and master’s degree in engineering from the University of Toronto. He currently lives in Menlo Park with his wife and 2-yr old son.

 

Kimberly Duggan is a member of the Family Wealth Planning Group at Shartsis Friese LLP where she represents clients in the areas of estate planning, estate and gift taxation, charitable gift planning, and estate and trust administration. Her practice includes forming closely held businesses for tax and asset protection purposes, collaborating with clients’ accountants and other wealth advisors, and counseling fiduciaries and beneficiaries. Ms. Duggan’s experience also includes trust and estate litigation and judicial proceedings dealing with the probate of estates, guardianships, conservatorships, and the administration, modification, and termination of trusts. Ms. Duggan received her J.D., magna cum laude, from Benjamin N. Cardozo School of Law in 1995, and her LL.M. in Estate Planning, Trust, and Probate Law, with honors, from Golden Gate University in 2019. Prior to joint Shartsis Friese LLP, Ms. Duggan was affiliated with two estate planning, trust, and probate firms in San Mateo. She worked as a volunteer probate attorney in San Mateo County Superior Court for two years. In 2021, Ms. Duggan was hand selected for a six-month appointment as the sole probate staff attorney for Judges Joseph M. Quinn and Ross C. Moody of the San Francisco Superior Court. Ms. Duggan has been a resident of San Mateo County since 1996. She has volunteered extensively with organizations that support women and children.
