BACKGROUND:
On April 7, 2022, the Information Services Department (ISD) released a Request for Proposals for operational maintenance and consulting services to the County’s IT service management platform for processing technology support requests, asset management, cost management, and information technology (IT) procurement services provided by ISD. The platform’s functionality extends to supporting departmental IT operations and business processes including the Controller’s Office, Sherriff’s Office, Sustainability Department’s surplus property program, Human Resources’ HR and Payroll processes, and County Health’s Epic electronic health record system support.
On January 17, 2023, your Board approved an agreement with Computer Aid, Inc. for the term of January 17, 2023, through January 16, 2026, for a total amount not to exceed $750,000.
DISCUSSION:
Computer Aid, Inc is actively involved in delivering consulting services for a multitude of ongoing initiatives that are critical to optimizing operations, enhancing security, and enhancing efficiency. Key initiatives include optimizing Health's Epic Go-Live workflows, expanding IT ticket management for the new electronic health record system, integrating cybersecurity measures, and implementing automation to streamline operations. An amendment is necessary to accommodate these efforts, ensuring the continuation of these essential IT operations and improving service delivery.
ISD is seeking approval from your Board to execute this amendment to the agreement with Computer Aid, Inc. to further enhance these IT capabilities and ensure continued progress toward departmental and organizational goals.
The County Attorney’s Office has reviewed and approved the resolution and amendment as to form.
This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this amendment contributes to the performance measure related to the availability and reliability of key applications resulting in consistent access to essential applications for County employees and enhances the quality of services delivered to the public.

FISCAL IMPACT:

Funding for this amendment will come from appropriations included in ISD’s FY 2024-25 Adopted Budget, project funds appropriated by County Departments, appropriations in future budget requests for Core IT services.
