BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to JobTrain, and resulting grant agreement, in an amount not to exceed $20,000, to support the meal program at their CDC program in Menlo Park. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On October 8, 2024, the Board of Supervisors approved district-discretionary Measure K funding, sponsored by District 1 and District 5, not to exceed $75,835, to JobTrain to support career placement services such as updating resumes; conducting practice interviews; forming partnerships with employers and providing referrals to hiring employers.
JobTrain is a nonprofit organization dedicated to improving the lives of individuals and families. JobTrain is deeply rooted in the community and prioritizes a client-centered, inclusive approach to service delivery.
Through its programs, JobTrain creates pathways for economic development by equipping participants with the skills, resources, and support needed to access high-quality career opportunities. JobTrain offers a comprehensive model that integrates skills training with wraparound support, including career coaching, education, and access to essential services. This approach ensures that participants are not only prepared for employment but are also supported in achieving long-term economic security. While JobTrain receives federal and state funding to support the CDC, federal income eligibility thresholds do not reflect the high cost of living in California, resulting in many families not qualifying for subsidized meals and creating a funding gap for food services.
The CDC program emphasizes the importance of early childhood nutrition, recognizing that healthy meals are foundational to children’s development, learning, and long-term well-being. Meals are provided through Chefables, a San Francisco-based vendor that specializes in nutritious, child-focused menus using organic or locally sourced ingredients that are low in sugar and sodium.
This Measure K funding will be used to support the meal program at JobTrain’s CDC in Menlo Park. The CDC program provides free or low-cost meals to CDC students. All students in the CDC program meet the income qualifications for free or reduced-price meals established by the California Department of Education.
The project or services funded by this district-discretionary grant will be implemented or provided from May 6, 2026, through June 30, 2027. Approximately 14,520 meals will be provided during this period with the Measure K funding.
Total Measure K Request: Not to Exceed $20,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for this project supports early childhood development and family stability in District 4 and across the County by providing access to quality daily nutritious meals for young children. The Child Development Center in Menlo Park serves families with significant economic and social needs, ensuring children receive the care, nutrition, and developmental support necessary to thrive.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
