Recommendation for the appointment of Elizabeth Hawley to the Measure K Oversight Committee, representing District 1, for an initial term ending June 30, 2029.

BACKGROUND:
The Measure K Oversight Committee was established following the voters’ approval of the Measure A sales tax in 2012 to conduct an annual audit of the Measure A sales tax funds to ensure transparency of the Board of Supervisors approved expenditures. The name of the oversight committee has thus been changed to reflect the passage of Measure K in 2016, which extended the sales tax until 2043.
On February 26, 2019, the Board of Supervisors, upon the recommendation of the Measure K Oversight Committee, adopted a resolution authorizing an increase in term length of up to four years (or a maximum of twelve years) and staggering the terms of service such that the terms of members do not all expire in the same year.
DISCUSSION:
Elizabeth Hawley is being recommended and in support by nomination of District 1 Supervisor Jackie Speier for appointment to represent District 1, a seat formerly held by Dan Quigg, one of the founding members of the Measure K Oversight Committee who served for twelve dedicated years. Upon approval of this appointment, Elizabeth will be serving her first term through June 30, 2029.
Elizabeth Hawley has had extensive experience in the private and public sectors as the Assistant Controller for Notre Dame de Namur University and most recently as a Management Analyst for the San Mateo County Human Services Agency, where she participated in budgeting for Measure K funded programs including At-Risk Foster Youth Services and Together for Families (TFF) Prevention Services. She previously worked for United Airlines in the Maintenance Operations Center as a Senior Business Analyst in Supply Chain Management.
