BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 1 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

 

PROJECT SUMMARY:

This is a request to authorize a grant to Highlands Recreation District in an amount not to exceed $25,000, for construction of an ADA ramp and a new bathroom building, and seismic retrofit of the existing District facility. The County Manager will administer and manage the proposed agreement.

The Highlands Recreation District, formed in 1957, operates under the Community Services District law pursuant to Government Code Section 61000 et seq., for the purpose of providing recreational services within to the unincorporated Highlands area of San Mateo County. Services are provided under the leadership and direction of an elected Board of Directors. The Board of Directors is committed to responding to the needs of the community based on timely and fiscally responsible prioritized planning. Financial support for planning, organizing and conducting all activities is derived from property taxes, program fees, and special purpose grants.

The District is seeking Measure K funds to support its building project to improve safety, access, and function of its aging facility, comprised of 3 tennis courts, playground, swimming pool and gym. The District seeks to renovate and expand a portion of its original building, located in the Eichler Highlands subdivision, which is located in west San Mateo in the unincorporated area of the County between Highway 280 and Polhemus Road and north of Highway 92. This project will improve ADA access by expanding the deck and creating a ramp entrance and creating a new restroom. In addition, recommended seismic and code upgrades to the entire original structure will be incorporated into this project.  To date, a geotechnical investigation, Tier 1 structural assessment, ADA assessment, as built drawings, and land survey have been completed.

The remaining funding for this project will be paid for with District reserve funds and operations revenue.

 

Total Measure K Request: Not to Exceed $25,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget.
