BACKGROUND:

In 2017, the California State Water Resources Control Board (“State Water Board”), Division of Drinking Water cited Pescadero Middle/High School’s on-site well for exceeding maximum allowed nitrate and coliform contaminant levels. Past attempts by the County to drill new wells have failed due to insufficient potable water quality and quantity on the property, and as a result, the school has relied on bottled water for potable uses. The County is therefore pursuing a waterline extension for County Service Area 11 (CSA-11) to 350-360 Butano Cut Off (APN 087-053-010), Pescadero to provide potable water to the school. 

 

In 2019, the Sacramento State Office of Water Programs, with oversight and funding from the State Water Board Division of Financial Assistance, entered into an agreement with GHD to provide engineering services for the CSA-11 extension. GHD completed 30 percent designs in February 2021, and 90 percent designs in September 2023.

 

On August 25, 2023 the County received a Preliminary Funding Award Notification for the Expedited Drinking Water Grant Program of the State Water Board Division of Financial Assistance, which will fund final engineering and construction of the CSA-11 extension. The funding agreement was executed on January 16, 2024. As a condition of the Expedited Drinking Water Grant, the County is required to complete the CSA-11 extension by March 2027.

 

This agreement meets the conditions of the waiver of the competitive process in that another public entity, the Sacramento State Office of Water Programs, selected and entered into an agreement with GHD for prior phases of the project, and the tasks in this agreement are a continuation of this project. 

 

DISCUSSION:

Preparation of 100 percent final designs is necessary to put the project out to bid for construction. Additional tasks in the proposed agreement include grant management, design approval by the Division of the State Architect, and bid- and construction-phase services, to ensure that the project is managed, bid, and constructed in compliance with the requirements of the Expedited Drinking Water Grant. Final engineering, grant management, and bid- and construction-phase services provided through the GHD agreement are reimbursable under the County’s Expedited Drinking Water Grant. The agreement includes one task-hydraulic modeling of the impact of fire hydrants on CSA-11 system performance-that was requested by the County and is ineligible for reimbursement under the Expedited Drinking Water Grant and will be reimbursed through a Measure K allocation for the project.  

 

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

FISCAL IMPACT
:

Sufficient appropriations for the agreement will be included in the FY 2024-25 Adopted Budget, and future budgets. With the exception of one task that will be reimbursed through Measure K, all other tasks in the agreement will be reimbursed by the Expedited Drinking Water Grant that the County has received. There is no additional net County cost associated with the agreement.
